PLEASE NOTE: JOB ANNOUNCEMENT HAS BEEN AMENDED TO CHANGE POSITION TITLE AND TO EXTEND THE CLOSING DATE.

Major Duties include, but are not limited to:

  • The position serves as the Contracting Officer's Representative (COR), therefore, the incumbent will be responsible for guiding and directing the activities of an Operations and Maintenance (O&M) contractor and staff consisting of approximately 40 personnel who operate and maintain the station's broadcast equipment and facilities.
  • The incumbent is responsible for ensuring that all plant equipment is operated in accordance with program/frequency schedules and standard operating procedures prescribed for the transmitting and facilities plants. (this includes troubleshooting, analyzing, and coordinating critical reports and addressing equipment malfunctions when they arise.
  • Supervising and providing oversight to employees and contracts.
  • The position is responsible for assessing, planning, and making determinations on special projects related to the station's maintenance, forecasting contractor and staffing needs, operational/maintenance reports, material and logistics program which includes budget forecasting and management.
  • The position also serves as a director of compliance with reporting to stateside headquarters. This also includes providing advisement to the station manager and/or the Director of Operations.
  • The position will also be responsible for interfacing with foreign officials, CNMI government, the local community and DOD components.
  • The incumbent also serves as the Safety Officer, Fire Marshall and security officer.

  • The position will require the applicant to travel between the Northern Mariana Islands of Tinian and Saipan approximately once a week.

Qualifications

To qualify the applicant must possess 1 year of specialized experience at the GS-13 or equivalent level in addition to the selective placement factor. This series has Individual Occupational Requirements (IOR), which is outlined below in the first 3 bullets.

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one-or-two story buildings to larger structures), directing actual work operations and maintaining appropriate contacts with the organization funding the project.
To qualify the applicant must possess 1 year of specialized experience at the GS-13 or equivalent level in addition to the following selective placement factor:

(1) Fundamental knowledge of telecommunication and broadcasting technology in functions dealing with radio transmitters, satellite receive systems, and similar telecommunication technology.

Education

Education cannot be substituted for experience at this grade level.
