As a Biological Science Technician, you will perform the following duties:

  • Assist with daily scientific operations in the laboratory, in the field, and on small motorized boats such as mariculture and fish aquaculture husbandry duties, collection of daily environmental data, monitoring and collection of fish and fish-related data at weirs and hatcheries.
  • Assist with data entry into data bases, analysis using statistical software packages, and development of annual permit reports.
  • Provide technical and logistical support of scientific projects related to fisheries and aquaculture research.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZT-2 is equivalent to the GS-05/07 grade levels, however is only being advertised equivalent to the GS-05 grade level.

* This is a TERM appointment. Appointments to this position will not convey permanent status in the Federal service and will be for a period not to exceed (NTE) 13 months and may be extended up to 4 years without further competition.

NOTES:

This Job Opportunity Announcement may be used to fill other Biological Science Lab Technician, ZT-404-2 positions throughout NOAA. The position must be alike (e.g.: within the same geographic locations, same grade/band and requires the same qualifications and specialized experience as indicated in this vacancy announcement).

CONDITION OF EMPLOYMENT: Incumbent must be familiar with operating small motorized boats and work in remote setting with rotating shift work. Position requires driving a government vehicle for field work, movement of equipment and/or supplies between buildings, acquisition of supplies, or meetings at other locations.

CONDITION OF EMPLOYMENT: Incumbent may be intermittently stationed at the AFSC, Little Port Walter Marine Station on Baranof Island, Alaska for up to (10) months a year.

PHYSICAL REQUIREMENT: Incumbent must be able to frequently bend, lift (up to 50 lbs.), and stoop to perform field operations. Field duty at weirs and hatcheries requires stooping, bending, and standing during the daily operations. Incumbent must have the ability to walk long distances, at times within creek beds containing rocks and slippery conditions.

EDUCATION:   There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZT-2 or GS-05:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZT-1 or GS-04 in the Federal service. Specialized experience MUST include all of the following:

  • Participating in laboratory, at-sea, or field operations focused on fisheries and/or aquaculture; and
  • Aiding in data collection, analysis, or entry.

OR

SUBSTITUTION OF EDUCATION: Successful completion of a full 4-year course of study above high school leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must have been directly related to the position.

OR

SUBSTITUTION OF EDUCATION: The successful completion of a full course of study of at least 12 months in a school for clinical laboratory technicians.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

Note: Only education in excess of the first 60 semester hours (90 quarter hours or 2 full years of academic study) of a course of study leading to a bachelor’s degree is credible toward meeting the specialized experience requirements.

  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to assist in preparing permit reports and in data entry, management, and analysis utilizing R or other statistical software packages.
  • Ability to provide technical and logistical support for fisheries and aquaculture research.
  • Ability to organize, maintain and procure field equipment and supplies and arrange transportation.
