Duties

Help

As a HUMAN RESOURCES SPECIALIST at the GS-0201-14 some of your typical work assignments may include:

  • Serving as the program manager responsible for leading human capital (HC) accountability activities, audits, reviews, certifications, evaluations, or investigations of highly unstructured problems involving controversial and complex administrative or programmatic conflicts, disputes, disparities, and compliance issues in the management or execution of HR programs.
  • Coordinating accountability activities with the Office of Personnel Management (OPM) and third party Agencies (i.e., GAO, MSPB, OSC, IG) and manages them in accordance with Statutory, Federal and DOD guidelines, Presidential Management Plans, and DOD Human Capital Operating and Strategic Plans.
  • Creating and maintaining internal review processes and procedures for each major Human Capital Framework (HCF) system to ensure compliance, integrity, quality, efficiency, and effectiveness of HC programs and activities. This includes administering the Delegated Examining Interagency Agreement.
  • Analyzing existing policy documents for currency and accuracy, determining changes needed, and preparing approval packages for senior management officials, to ensure that all policy and program issuances are properly integrated with other staff actions and fully support DoD and DCPAS mission. Reviewing and analyzing new and proposed legislation, administrative rulings, and decisions for impact on HC operations and policy.
  • Develop comprehensive reports, studies, and presentations of HR programs and its effectiveness and compliance. This includes conducting trends analysis of historical data to provide final draft recommendations.
  • Accountability Community Management and oversight of Special Programs to ensure respective functional HR Community across the Agency (DoD) have access to critical information, solicit support to develop new programs, proof of concepts, competency models, and talent development. This may include collaborating and building partnerships with external Agencies.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Providing leadership and direction in defining and managing Federal Civilian Human Resource (HR) policies and accountability and compliance activities.
  • Evaluating, developing, and implementing Federal Civilian HR programs.
  • Ensuring regulatory compliance, accuracy and currency of Federal Civilian HR policies and procedures.
