Summary

This position is located on the Medicine Bow-Routt National Forests in Laramie, WY.

This position serves multiple national forests as a member of the fire, fuels, and aviation program staff. The incumbent serves as an expert in incident business management pertaining to wildland fire and all hazard incidents.

Duties

  • Seek and track policy and guideline developments in incident (such as wildland fire, hurricane/flood/earthquake recovery) business and related functions.
  • Ensure incident payments and billings are completed consistent with appropriate laws, rules or regulations
  • Monitor agreements and ensure payments and billings are completed and consistent with agreements.
  • Participate as a member of a regional Incident Business group to provide consistent incident (such as wildland fire, hurricane/flood/earthquake recovery) business program and policy implementation.
  • Provide advice and counsel to high-level fire managers on administrative issues including appropriation use, personnel/payroll, cost management, fire acquisition, fire claims, and compensation for injury.
  • Review and analyze performance of incident (such as wildland fire, hurricane/flood/earthquake recovery) business related functions.
  • Develop incident business related training materials.
  • Develop multi-agency fire line agreements.

Specialized Experience Requirement:

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal Service. Specialized experience is defined as one or more of the following: Assisted in preparing, reviewing, and executing fire-related agreements consistent with incident (such as wildland fire, hurricane/flood/earthquake recovery) business management policies and guidelines. Presented technical information to fire managers. Coordinated with federal, state, local government to resolve incident payments and billings;

OR

A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Examples of qualifying education includes degree programs in contracting, financial management, business administration, public administration, or other closely related field;

OR

An appropriate combination of specialized experience and education as described above (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal Service. Specialized experience is defined as one or more of the following: Prepared, reviewed, and executed fire-related agreements consistent with incident (such as wildland fire, hurricane/flood/earthquake recovery) business management policies and guidelines. Presented advice and guidance regarding incident business management policies and guidelines to fire managers. Provided assistance with presenting incident business materials in formal/informal training. Provided oversight of the Administratively Determined (AD) Pay Plan for Emergency Workers (Casuals) to ensure the provisions of the pay plan are followed;

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Examples of qualifying education includes degree programs in contracting, financial management, business administration, public administration, or other closely related field;

OR

An appropriate combination of specialized experience and graduate level education as described above (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
