Summary

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the PROJECT OFFICE in the ENERGETICS MANUFACTURING DEPARTMENT of NAVSURFWARCEN IH DIV.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

Help
  • You will use Project Management knowledge, processes and tools to propose, plan, execute, and close-out multiple Ordnance and Energetics Manufacturing tasks or projects.
  • You will compose and present project documentation (e.g. cost estimates/proposals, project plans, schedules, spend plans, statements of work, etc.).
  • You will track project planning and execution information using Microsoft Outlook, Word, Excel, Power Point, Project, SharePoint and Adobe Acrobat software.
  • You will analyze, track and report on project status including budget, cost, schedule, technical performance, risk and quality.
  • You will track project financial data using the Navy Enterprise Resource Planning (ERP) system including gathering financial information and building project structures.
  • You will communicate and resolve project status or issues with portfolio managers, resource managers, customers and suppliers.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field PROJECT MANAGMENT Level I Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NT-5 Position
Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/13 equivalency) in the federal service or equivalent experience in the private or public sector analyzing and evaluating technical project requirements to develop, plan and implement project schedules, milestones and deliverables to ensure the execution of mission objectives in support of an ordnance or energetic program.

NT-4 Position
Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalency) in the federal service or equivalent experience in the private or public sector analyzing and coordinating technical project management processes and procedures to identify problems and recommend solutions in support of ordnance or energetic project objectives.

NT 4 Substitution of Education

You may minimally qualify for this position if you:

have successfully completed a Ph.D. or equivalent doctoral degree
OR
have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree,
OR
have successfully completed an LL.M. degree that is related to the position being filled, OR have a combination of experience and graduate education as described above
