Qualifications
For the GS 13: You must have least one year (52 weeks) of Specialized Experience equivalent in difficulty and complexity to the Federal GS-12 grade level or pay band that demonstrates experience establishing and executing a strategic training vision and creating, publishing, and delivering training and resources designed with adult learning principles in mind to maximize the system user experience.
In addition to the specialized experience you must also met the Basic Requirement: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
