Summary

The Program Analyst manages the maintenance of systems for Veterans Health Information Systems and Technology Architecture (VistA) software and other applications in support of Veteran care. They are the primary resource for integrating the components of business process and workflow, software upgrades, and functionality to user interfaces. The incumbent is an advisor to management, OI&T, and business units on call center software, technological upgrades, and business process flows.

Major duties of the position include:

  • Provides day-to-day maintenance of the Siebel and Dynamics systems.
  • Collaborates and advises all business units and management in regards to system defects, systematic changes, testing, and upgrades.
  • Leads in the scoping, gathering of requirements, procurement, deployment, and roll out of new call center-wide applications and special purpose phone lines.
  • Determines functionality and correct operations of VistA patches as it affects national operations and end users.
  • Provides local computer support for various applications including CRM Siebel and Microsoft Dynamics, Single Sign On for various entry points, VistA/CAPRI access, Technology for Business (TFB) and Avaya soft phone SP30, VANTS and HRC Bridge lines, VPN for Telework use, and eGain Chat Support.
  • Applies analytical processes to the design, testing, implementation, and maintenance of new and improved information systems to accomplish MS mission through streamlined automated services.
  • Works with agency project managers, change agents, analysts, and Information Technology staff in the design, development, and maintenance of content in SharePoint for all MS user interfacing systems and databases.
  • Creates and updates trainee and cross-trainee rosters for use by call center supervisors, agency training department, OI&T, Metrics and Analytics, Customer Experience, Timekeeping and Workforce Analysis.
  • Sponsors, coordinates, and fulfills changes in accesses, access levels, mail groups, network folder permissions and database (CRM and Siebel, production and training environments) permissions for employees promoted and/or hired to Lead Contact Rep and supervisor positions.
  • Serves as a subject matter expert on one or more national groups or committees, to include: disaster management, VAPAS, veterans and employee call in lines, and ePAS.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or educationas described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Maintaining databases for tracking key service statistics and performance indicators; coordinating ongoing data collection and analysis to determine organizational performance;
    • Identifying specific operations, processes, transactions, data, and work products adaptable to automation;
    • Coordinating business processes and software functions; responding to computer system-related problems by providing tiered support;
    • Acting as a liaison between Member Services leadership and Information Technology (IT) to Increase speed of response for computer systems, sound quality issues, and related problems.OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work. . TRANSCRIPTS ARE REQUIRED. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level .TRANSCRIPTS ARE REQUIRED
