Summary

This position is located in the Office of Admissions, Office of the Academic Dean and Provost, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).

This position is established to utilize and develop innovative recruitment techniques and marketing methods in order to develop, plan, organize, and execute a nationwide recruitment program at the Academy.

Duties

Help

The Recruitment Specialist:

  • Makes recruiting presentations at selected high schools, Congressional Academy Days and other forums to stimulate interest in the Academy. 
  • Arranges for midshipmen at the Academy to visit their own high schools and participate in other visitations and programs that would be helpful. 
  • Utilizes innovative recruitment techniques and marketing methods, the incumbent develops, plans, organizes, and executes a nationwide recruitment program. 
  • Assures that guidance counselors are fully aware of an effective long range program for preparation of sophomores and juniors in the high school. 
  • Coordinates USMMA and MARAD marketing efforts, (including advertising), conducting market analysis to identify the effective methods and approaches. 

The ideal candidate for this position will be a professional with proven experience performing recruitment related duties for a national recruitment program at a college or university.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience applying recruitment concepts, practices regulations, precedents and procedures for college level recruiting programs and admissions operations/requirements.
  • Experience with current trends in higher education and how they impact on the recruitment, enrollment and retention of college students.
  • Experience resolving problems encountered by college students, including use of Financial Aid Programs.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Knowledge: Gives recruitment presentations at selected high schools and other forums to stimulate interest in the academy.
  • Communication: Utilizes the latest marketing and recruitment techniques to execute a nationwide recruitment program and deliver effective presentations at educational institutions.
  • Program Development: Develops networks with educational and professional organizations to facilitate information about opportunities for students at USMMA.
  • Interpersonal Skills: Maintains virtual communication with applicants throughout the admissions process, and provides advice and mentorship to improve their competitiveness for appointment to the Academy.
