The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $140,428.00 - $172,500.00. The salary figures INCLUDE locality pay for Denver, CO and Arlington, VA.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

The employee manages and directs the activities of staff engaged in performing audits and reviews that examine how the Postal Service's activities, organization, and policies relate to its strategic vision and mission. Reviews focus on the oversight of the United States Postal Service's (USPS) $9-Billion Transporation Network, to include both domestic and international transportation. Responsibilities include:

  • Plans and assigns work; collaborates with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Plans and oversees the conduct of complex audits, evaluations, reviews, surveys or other analytical processes. Reviews and approves the purpose, scope, and audit approach of each audit project.
  • Ensures audit projects meet professional standards in planning and execution and in the accumulation of evidentiary data. Also ensures approved audit objectives are met and that adequate practical coverage is achieved.
  • Reviews and edits audit reports, and discusses the reports with appropriate management. Presents oral briefings to management.
  • Accumulates data, maintains records, and prepares reports on the administration of audit projects and other assigned activities. Assists in evaluation of overall audit results.
  • Brings about a shared understanding of job objectives, roles, and that involve major areas of uncertainty in approach, methodology, or report messages by facilitating job-related meetings and coaching others when necessary.
  • Plans, organizes, and conducts research on complex marketing issues interpretation, to identify appropriate solutions.
  • Evaluates and makes recommendations concerning overall plans and proposals that impact marketing initiatives.
  • Represents the Office of Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
  • Assures implementation by subordinate staff of the goals and objectives of the United States Postal Service Office of Inspector General. Determines goals and objectives that need additional emphasis; develops measures that evaluate performance; makes recommendations for program improvement; and manages all resources as agency assets.
  • Identifies and resolves, as applicable, unique issues where no policy exists, taking innovative actions to address new needs and/or issues.
  • Furthers the Equal Opportunity Program, including assuring equal opportunity for all subordinate employees in recruitment, selection, promotion, training, awards, assignments, discipline, and special program objectives.
  • Practices sound position management when assigning work, combining/separating duties, establishing and abolishing positions, and in fulfilling other human resource management duties and responsibilities.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's degree from an accredited college or university
  • Auditor (0511) Requirement: Bachelor's degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 15 semester hours in accounting;
    • OR (b) a combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This must also include one of the following: (1) 15 semester hours in accounting or auditing courses of appropriate type and quality; (2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (You must submit a copy of the degree or transcripts.)
  • At least five (5) years of specialized program or performance auditing experience that includes planning and conducting performance evaluations (Your resume must reflect where, when, and how you gained this experience.)
  • At least two (2) years previous manager or supervisor experience that includes managing lower level staff (Your resume must reflect where, when, and how you gained this experience.)
  • At least 1-year (52 weeks) or more of specialized experience equivalent in responsibility and scope to the GS-14 level.


DESIRABLE QUALIFICATIONS
  • CPA, CIA, CISA, CFE, or related professional certification(s).
  • Advanced degree in accounting, finance, economics, business, law, public administration, or a related field.


EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Mastery of a professional knowledge of the theory, concepts, principles, and practices of financial and performance auditing sufficient to conduct difficult assignments involving interfaces and policies, and various issues.
  • In-depth knowledge of Generally Accepted Government Auditing Standards.
  • Comprehensive knowledge of the mission of the agency and the principles and policies of area(s) of responsibility to provide guidance and leadership in carrying out programs and strategies and to ensure policies and plans include a long-term outlook consistent with agency needs.
  • In-depth knowledge of modern management techniques, methods, principles, and marketing concepts to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative program oversight.
  • Knowledge of financial management principles needed to secure appropriate funds; prepare, justify, and/or manage program budgets, use cost-benefit analysis to set priorities and track expenses in support of the organization's mission.
  • Ability to identify strategies and implement programs which contribute to providing top quality service.
