GS-9: The incumbent performs recruitment and placement services for organizations having positions that are predominantly professional and administrative in nature, but may also include some clerical, trades, and crafts positions. The incumbent processes a variety of requests for personnel action to fill such positions and/or to career promote, reassign, or otherwise place employees. Performs recruitment and placement, and affirmative employment advisory services. Gains proficiency in identifying the true nature of management problems and their consideration from the total personnel management viewpoint. Develops vacancy announcements and conducts a job analysis to develop or revise evaluation criteria and crediting plans for vacant positions. Reviews incoming applications for completeness, accuracy and qualification analysis. Schedules and facilitates merit promotion panels and prepares/issues merit promotion certificates. Maintains delegated examining and merit promotion case files in accordance with federal rules and regulations pertaining to records disposition. Participates in special initiatives, studies and projects, and affirmative employment activities.
GS-11: The incumbent receives, reviews, and analyzes recruitment requests and supporting documentation from serviced organizations. Determines the best methods to fill positions whether through the local announcement, centralized recruitment activity, etc. and takes appropriate action. Conducts an intensive and continuous needs assessment for a variety of professional, administrative, and technical positions essential to the accomplishment of the missions and programs of the activities serviced. Reviews and discusses with supervisors and subject matter experts (SMEs) job analysis and crediting plans, recruitment alternatives such as merit promotion, delegated examining and special appointing authorities and provides management advisory services on the use of automated staffing processes. Ensures that the Reemployment Priority List and other career transition assistance programs are properly cleared prior to staffing a vacant position, as appropriate. Responds to complaints and inquiries regarding the rating process. Codes and reviews all types of complex personnel actions. Provides coding guidance and advice to specialists in and outside of the organization as well as serviced organizations. Participates in special initiatives, studies and projects, and affirmative employment activities. Performs a full range of staffing advisory services to organizations serviced. Analyzes performance and identifies ways to improve work processes and strives to increase efficiencies.
