Summary

The primary purpose of this position serves as the integral link between the local Office of Community Care, the national program office, Community Care providers and the Clinical Services at the Amarillo VAHCS. Incumbent aligns under the Chief, VA Community Care (VACC). Responsible for developing and directing all administrative functions of the service. Serves as a resource person and advisor to the Chief, VACC, providing staff support to all levels of management within the service.

Help

Duties include, but are not limited to:

  • Service lead for pulling and analyzing program specific data, compiles final reports of evaluation efforts, discrepancies, and plans initiatives for effecting actions and/or reaching established goals.
  • Independently plans and conducts surveys and studies of operations within VACC Service for the purpose of evaluating administrative methods, procedures, work flow, personnel utilization, organization, communication, planning, training, arrangement of space, and equipment utilization.
  • Interpreting administrative policies, developing and implementing local policies, procedures, defining administrative requirements, and providing advice to service line leadership on related issues.
  • The incumbent serves as the principal advisor to the service line on all administrative management matters associated with programs and operations and composes/generates a wide variety of correspondence and reports for the Service Line.
  • The incumbent analyzes proposed draft regulations to determine impact on the program operations and how it will affect the Amarillo VAHCS.
  • The incumbent liaisons with existing or future Community Care providers in support of the process for developing and growing the provider network and requires strong inter-personal skills.
  • Responsible for final analysis of VACC Services, recommends actions to remedy critical problems/gaps associated with applicable data reports and reporting systems, Veteran access to clinical programs and performance enhancement.
  • Incumbent conducts independent studies and leads efforts with administrative staff in areas such as fiscal and DSS in completing cost-benefit analysis studies.
  • The incumbent attends, coordinates and conducts outreach to community providers, other health facilities, and town hall events to partnerships with the VA.
  • The incumbent is an OCC Point of Contact to internal and external stakeholders for understanding and interpretation the Community Care Program rules, regulations and eligibility requirements for VAHCS.
  • The incumbent assists in forecasting and estimating program requirements and preparing programmatic reports, justifications, charts, graphs, statistical and narrative data for presentations and briefings.
  • The incumbent will have primary responsibility for analyzing service line performance data as directed by the Chief, VACC, maintaining databases, and assisting in preparation of quarterly performance evaluation indicators and monitors.
  • Within capacity of the VACC Service, develops written communication for the Chief, VACC to include but not limited to, correspondence, actions, and program evaluations such as access and efficiency assessments, position/option papers, policy statements and reports that are provided to multiple stakeholders.
  • Incumbent is responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses.
  • Incumbent, assisting the Service Chief, develops both short and long-range policies and plans for the service by coordinating the administration needs of the service for which accountable.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Administrative Officer GS-09:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the fundamental concepts, principles, and practices of VA Community Care. In a training capacity, develops a basic knowledge of and familiarity with VACC practices as it relates to consult processing, indexing and referral coordination. Develops knowledge of analytical and evaluative techniques necessary in identifying and resolving problems of more than average complexity. Skill in data analysis and problem solving sufficient to analyze VACC data to improve overall reportable findings. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond as described above.
Administrative Officer GS-11:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the mission, organization, and work processes of programs throughout the Community Care Program and the VA Medical Center. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and patient administration and processing operations. Must possess skills of performance improvement principles and techniques to advise management staff in planning, organizing, and implementing policies, procedures, and processes to improve the efficiency of the program. Knowledge of health care systems and delivery systems, management principles, practices, methods, and techniques, and must possess skills in integrating management services with general management of the organization. Must possess skills to interpret pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in VHA patient administration and processing activities. The work requires thorough knowledge of Medical Center operations, policies, and procedures, as well as VA regulations, and program guidelines. The work requires an understanding of clinical informatics, demand forecasting, and business economics to utilize a variety of database reporting systems, such as VHA's Support Service Center (VSSC), and Corporate Data Warehouse (CDW), as well as locally developed business analytical applications. The work requires expert knowledge of the principles of financial management and resource management to include an understanding of the VHA resource allocation model, as well as cost allocation and accounting systems such as DSS and SAIL. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary, with no special physical requirements, although some slight physical effort may be required. Desk work with computers, phone and fax machine. Occasional carrying of less than 15 pounds. Manages clinical and administrative operations, conducting data analysis, leading business planning, and establishing effective accountability relationships. Pulls and analyzes program specific data, complies final reports, and plans initiatives for effecting action.
