Duties

Help
  • Duties listed are at the Full Performance Level of GS-09:
  • Responsible for assisting the senior RMS in conducting studies to address rangeland management concerns and objectives.
  • Participates in monitoring and surveying activities that may impact sensitive shrub and grasslands.
  • Develops and implements allotment Management Plans (AMPs).
  • Conducts related monitoring studies and determines the need for watershed improvements.
  • Serve as a rangeland resource consultant and advisor to numerous ranchers, farmers and land users in the assigned area.
  • Serves as principle author/editor of written products coming out of the allotment evaluation process.
  • Provides input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland and grass-like ecosystems.
  • Assists in the development and maintenance of planning documents in the field office for the range program in accordance with established Bureau planning schedules.

In addition to meeting the positive education requirement, you must meet at least one of the below criteria:

For GS-07:

You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: assisting in the design of technical rangeland surveys; performing work on rangeland constructions projects; identifying and documenting public land mitigation measures; providing basic input to environmental assessments and protective stipulations for rangeland ecosystems.

Superior Academic Achievement (S.A.A.) gained in a curriculum that is qualifying for the position to be filled. Please see the education field for the S.A.A. qualifying criteria. Transcripts must be provided.

Education Continued: You have completed one full year of graduate level education (18 semester hours) leading to such a degree and is related to the position. Transcripts must be provided.

You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: assist with grazing leases, permits, transfers and allotment management plans, monitoring studies, allotment evaluations & inspections, analyze multiple resource management issues.

Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Transcripts must be provided.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements by the closing date of the announcement.

Physical Demands: The individual works in an outdoor setting at this level, however, in order to gather samples and complete monitoring activities, the individual frequently may be required to walk, ride horses or ride vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting or moderately heavy items.

Work Environment: Frequent field work is required to complete projects. The employee may be exposed to moderate risks of working alone in the discomfort from harsh weather. Special safety precautions and specialized equipment are required.

Education

This position has a positive education requirement which requires that you have a degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

Combination of education and experience:
at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
