The position serves as the Designated learning Officer for the VA Cooperative Studies Program (VA
Central Office, Research and Development) and as the Chief, Strategic Planning and Learning Resources (SPLR) for the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC).

The position is the primary advisor to the Center Director, CSPCRPCC, for strategic planning, long range
employee training and development, and human capital management activities. The position works with VA and VHA program offices and cooperatively with other federal agencies through the Federal Executive Board. These activities may involve consulting, exchanging of resources, or contracting for provision of services.

The position oversees the daily operation of SPLR, CSPCRPCC and section policies and procedures are
being followed, adequate resources and tools are available for SPLR staff to perform its duties in an
efficient and effective manner. The position provides technical and administrative supervision to SPLR
staff. The position is responsible for instructional content development and delivery, strategic planning, library administration, visual media production, and public affairs for the CSPCRPCC.

  • Oversees the daily operation of the Center and section policies and procedures are being followed.
  • Ensures adequate resources and tools are available for section staff to perform its duties in an efficient and effective manner.
  • Provides technical and administrative supervision to section staff.
  • Oversees areas of instructional content development and delivery, strategic planning, library administration, visual media production, and public affairs.
  • Analyzes organizational learning and development needs to define, create, and implement an organizational training and development plan and measures the effectiveness of the training initiatives.
  • Oversees the CSPCRPCC Learning Management System, including the training, library, and visual information programs.
  • Designs curricula and knowledge systems to train and develop all employees to attain the knowledge, skills, and experience needed to support the Center's core competencies and meet its mission.
  • Draws from a wide array of organizational training and development methods, tools, and resources to design, develop, facilitate, deliver, and evaluate the effectiveness of training programs.
  • Works with managers and technical staff to identify needs for knowledge transfer, succession planning, and organizational learning.
  • Works in conjunction with the Center's sections leverage CSPCRPCC information systems to capture and deliver best practices, just-in-time learning, and to develop systems to support communities of practice.
  • Serves as a continuing resource to other programs within the CSP, ORD Program offices, VA Central Office, and other government agencies.
  • As the subject matter expert in learning strategy in a research-based organization, the incumbent is expected to engage in research and to publish or promote best practices through participation in industry conferences.
  • Coordinates academic affiliations for the CSPCRPCC.
  • Oversees the strategic management process, to include facilitating Center leadership's development of the overall strategic, human capital management, and succession plans.
  • Oversees policy, processes, systems, and procedures to support strategy development, deployment, and achievement.
  • Serves as the Chair the Strategic Planning Committee and the liaison between the committee and Center leadership.
  • Plans, supports leadership and management in preparing interviewing materials and provides ongoing supervisor trainings in support of the Center's hiring processes develops, and implements the employee engagement process for the Center.
  • Serves as a consultant to managers and team leaders to identify barriers to performance, design change management strategies, and coordinate performance management activities in the organization.
  • Plans supervisors training to align with organizational strategic plan.
  • Assists supervisors with developing employee competencies, strategies for staff training and development, and improving performance.
  • Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance.
  • Ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR): Applicants must possess a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material;
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness;
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments;
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training;
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative supervision to instructional staff section; overseeing daily operations of workforce and/or learning section; developing metrics related to workforce needs; developing short and long strategies for organizational and workforce learning; managing learning resources staff and budgets; and working as part of a team and a subject matter expert with regard to instructional systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work involves walking, standing and the occasional lifting, not to exceed 50 pounds. Irregular duty schedules are required to meet project deadlines or present classes to employees on irregular tours of duty.
