Summary

The primary purpose of this position is to serve as the Administrative Assistant for Pharma­cy Service and provide a variety of administrative and technical support functions such as monitoring and studying pharmacy workflow processes, data collection, tracking, and implementation of best practices for the Pharmacy, timekeeping duties, new employee onboarding, fund control point responsibilities and other adminis­trative functions.

Help

This position is essential to the orderly and efficient accomplishment of the mission, values and goals of the service. He/she serves as administrative support to the Chief, Supervisors, Administrative Of­ficer and staff of Pharmacy Service by assisting in selected clinical and administrative functions for the service.

Major Duties include but not limited too:

  • Identifies conflicts or potential problems and makes comparisons with various alternative solutions.
  • Provides reports to Pharmacy Leadership detailing the identified problems, possible causes and suggested solu­tions.
  • Performs administrative support work which requires extensive searches of records, references and other materials.
  • Assembles and summarizes background information, data and other pertinent information.
  • Reviews proposed written administrative procedures with existing procedures.
  • Streamlines procedures by simplifying, consolidating or eliminating those that are no longer required.
  • Makes recommendations for changes.
  • Uses multiple programs and software such as databases, spreadsheets, and graphics for Pharma­cy Service.
  • Prepares, prints and disseminates a wide variety of recurring and nonrecurring reports and other documents.
  • Consolidates and finalizes information for various reports and based on knowledge of substantive programs of the organization, gathers and summarizes information from files and documents.
  • Serves the primary Personal Identity Verification (PIV) sponsor.
  • Serves as the primary timekeeper for Pharmacy Service and functions as the subject matter expert for the VA Time and Attendance System (VATAS).
  • Collects, compiles and tracks licensure, BLS/ ACLS certifications and registration dates for pharma­cy staff, residents and students.
  • Initiates and maintains all required records and documents in accordance with established timekeeping policies and procedures.
  • Responsible for the timely tracking, assigning and summarization of the biannual Ongoing Profes­sional Practice Evaluations (OPPE) for all Clinical Pharmacy Specialists and Focused Professional Practice Evaluations (FPPE).

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-6 position you must have served 52 weeks at the GS-5.
For a GS-7 position you must have served 52 weeks at the GS-6.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-6

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administration and Management- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production; Technology Application- Uses machines, tools, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format; Attention to Detail- Thorough when performing work and conscientious about attending to detail; Data Management- Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
GS-7
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the duties, priorities, commitments, policies, and program goals of the staff sufficient to perform non-routine assignments involving oral and written principles; General knowledge of pharmaceutical terminology and symbols to recognize which information is or is not relevant to the problem at hand; Knowledge of the broad range of administrative services at the Medical Center in order to plan, imple­ment, carry out, and advise on various activities relative to quality management/improvement, continu­um of care, and performance measures; Knowledge of personal computer applications and demonstrated ability to design and maintain spread­sheets and databases using Microsoft programs such as Outlook, Word, Excel, PowerPoint, and VA pro­grams such as VISTA, CPRS, TMS and VATAS systems. Includes ability to create graphs from data collection, calculate formulas for spreadsheets, store and retrieve electronic documents or files, activate a printer, insert and delete text, retrieve data from electronic records, and transmit and receive electronic mail. A fully qualified typist is required; Knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work involves bending, stooping, standing, walking, carrying less than 15 pounds, using a computer terminal and may require driving an automobile.
