Contract Specialist/PD# 11003-A
Recommend the appropriate contract type or contract method service being procured. Prepare to procure products or services to meet customer needs. Develop acquisition plans for applicable requirements. Review statements of work to ensure they adequately describe requirements. Educate and guide customers through their procurement process to ensure they understand how their needs will be met. Interpret and apply laws, regulations, policies, standards, or procedures to address acquisition issues. Negotiate with vendors to acquire products or services or to address technical requirements, cost/procing, or other terms and conditions. Review vendor submissions to determine acceptability and compliance with solicitation requirements. Determine competitive range of proposals in relation to solicitation evaluation factors. Establish pre-negotiation objectives on price/cost/technical factors to prepare negotiation strategies. Determine vendor responsibility and suitability for award (e.g., review contractor financial resources, business acumen, past performance, and business ethics). Establish and monitor acquisition milestones to ensure progress toward award.
Prepare award documents, including clearances, compliance checks, and notifications. Serve as contract administrator on awarded contracts. Monitor contractor's performance, either directly, or through a Contracting Officer Representative (COR), against established criteria (e.g., delivery progress and deadlines, performance of personnel, cost containment, and quality control) to determine if requirements are being met. Resolve contract discrepancies between interested parties utilizing appropriate regulations, policies, and business judgement. Perform contract closeout actions (e.g., approval of final payments, archival of records). Provide guidance to customers and stakeholders on contracting requirements. Work with customers and stakeholders involved in the acquisition process (e.g., legal counsel, program or technical specialists) to communicate and establish expectations.
Use customer feedback to identify opportunities to improve services. Draft solicitation documents in compliance with regulations, laws, and policies. Communicate, both in person and in writing, acquisition strategies to internal or external parties. Verbally negotiate acquisition prices, terms and conditions.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required.

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until the service requests it be closed. The initial cut-off date for referral of eligible applications will be 15 business days after September 13, 2021. The first 50 applicants will be reviewed. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirement: A 4-year course of study leading to a bachelor's degree with a major in any field; -OR- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.

Specialized Experience GS-9:
Applicants have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: Acquisition regulations, contract law, and procedures applicable to acquisition and contract administration; Various types of contracts and contract methods; Negotiation techniques sufficient to negotiate prices, terms, and conditions, contract modifications and settlements; Commercial and industrial business practices to identify sources, analyze cost and pricing data; Contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract.

2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B or JD.

A combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9 (only graduate education in excess of 1 year, 18 semester hours, can be used towards crediting a combination of education and experience).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Competency 3 - CONTRACT ADMINISTRATION: Knowledge and application of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract and deliverables; resolves discrepancies; performs contract closeout functions.

Competency 4 - CUSTOMER SERVICE - Works with customers to assess their needs, offer solutions that will meet or exceed their expectations; is committed to providing quality products and services in a timely manner.
