Summary

Serves as LIG advisor on security issues, security policies, and evaluation of the overall LIG personnel security and information posture. The incumbent is physically located in the LIG OCO offices directly supporting the Chief of Staff LIG OCO and reports to the Director of Security.
The incumbent functions as personnel security technical authority in performing security clearance-related assignments requiring the application of new theories and developments to security problems not readily susceptible to treatment by accepted procedures. The incumbent also functions as the LIG OCO Security Manager for the Information Security Program, responsible for management of National Security and Controlled Unclassified Information. The incumbent is also the Special Security Representative for the security administration of SCI within LIG OCO. The incumbent serves as a senior security specialist primarily responsible for the overall formulation, development, application, and management of personnel security and information security policy, procedures, systems, and programs involving the loyalty and reliability of LIG employees and protection of sensitive and classified information.
The incumbent routinely makes determinations regarding the suitability and security eligibility of individuals for entry and retention in positions requiring collateral security clearances up to and including Top Secret and below. In addition, the incumbent makes security clearance determinations for employees or other persons for access to sensitive information, resources, material, or work sites, etc. The incumbent ensures classified information and CUI is properly marked and handled, and conducts Operation Security (OPSEC) reviews all products. Collaborates routinely with the DoD OIG Personnel Security Program Manager and DoD OIG Information Security Program Manager, and receives direction from the Special Security Officer regarding SCI.
Develops and implements policies and procedures for the personnel security program within the LIG, reviewing requests for security clearances and special accesses, interviewing nominees or applicants, applying DoD and/or OIG regulations regarding the type of personal security check required (i.e., national agency check, specials background investigation, etc.) and requesting and investigation from the appropriate organization.
Tasks performed include independently evaluating the sensitivity determination for each position as described by management based on a "need-to-know" basis. Determines information access requirements; and negotiates with organization managers to keep at a minimum the number of position for which access to National Security information is required. Develops and implements procedures and criteria for determining the sensitivity of positions; and determining whether special investigative requirements apply.
This national security position, which requires access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
Qualifications
Knowledge in security technical authority in performing security clearance related assignments requiring the application of new theories and developments to security problems.
Knowledge in security technical authority in implementing the DoD Information Security and Controlled Unclassified Information (CUI) Programs.
Knowledge in implementing the security administration of Sensitive Compartmented Information (SCI).
Knowledge of overall formulation, development, application, and management of personnel security policy, procedures, systems, and programs involving the loyalty and reliability of employees.
Knowledge of Operations Security reviews of information for public releases.
Ability to make determinations regarding the suitability and security eligibility of individuals for entry and retention in positions requiring collateral security clearances up to and including Top Secret and below.
Experience in making security clearance determinations for employees or other persons for access to sensitive information, resources, material, or work sites, etc.
