Summary

The positions are with the USDA, Agricultural Marketing Service (AMS), Commodity Procurement Program (CPP). You will serve as a Supervisory Contract Specialist (Branch Chief) for one of two Branches; Dairy, Grains and Oilseeds Branch or Livestock, Poultry and Fish Branch. The direction and supervision of this work requires knowledge of acquisition policy and procedures, and marketing functions and practices.

Duties

  • The duties may include, but are not limited to:
  • Directs, coordinates, and maintains relations with producers and trade groups.
  • Participates with the Division Director and other USDA officials in the development of plans and policy on matters having broad implications.
  • Determines and recommends budget and resource plans.
  • Development of the purchase schedule for the assigned program area.
  • Ensures all actions taken are in accordance with applicable laws, regulations, and Executive Orders, and are processed in a timely manner.
  • Provides direction and guidance for economically carrying out the movement of agricultural commodities to meet overall program requirements.
  • Develops performance standards for team employees and evaluates work performance.
  • Analyzes training needs of subordinates and ensures that appropriate formal and on-the-job training is received.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Must be at least FAC-C Level I certified. A copy of your highest level of FAC-C certification must be included with your application.


AND;
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
IN ADDITION TO THE BASIC REQUIREMENT LISTED ABOVE, YOU MUST ALSO MEET THE FOLLOWING:
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience in Federal Government Contracting and the Federal Acquisition Regulations (FAR) or
    similar guiding principles, and has had a major role in the planning, development, and
    establishment of procurement strategies for a complex acquisition program.
  • Participated in the management of analysis, planning, formulation, development, and
    implementation of various and multiple contracting methods to meet Agency goals and mission.
  • Responsible for the full range of contract administration actions required for an acquisition
    program, including the issuance of contract modifications, negotiation of changes, exercise of
    options, investigation and resolution of contractor delays, contractor performance appraisal,
    subcontractor surveillance, disposition of claims, and similar matters.
  • Experience building and maintaining relationships with other Agencies, Program representatives, trade organizations, or other external stakeholders.
  • Lead or supervised other employees conducting procurement and/or contract related work.
Note: There is no education substitution for this grade level.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • If selected and you are not currently FAC-C level III certified, you will be expected to complete the required training coursework and other requirements to become FAC-C level III certified.
