Summary

This position is located in the Office of Audits, Security and Intelligence (SI), Office of the Inspector General (OIG), of the U.S. Department of State.  The OIG has statutory oversight responsibility covering the Department and U.S. Agency for Global Media (USAGM). This oversight responsibility includes conducting and reporting on audits, inspections, investigations, and other inquires of all overseas and domestic organizational entities of these organizations.

Duties

Help
  • The incumbent participates in comprehensive audits, evaluations, and special inquires of Department of State organizational entities located domestically and overseas;
  • Plans and conducts audits, evaluation of special inquires, which includes developing the objectives, scope, and methodology used in work;
  • Interprets and applies the appropriate laws, regulations, and policies dealing with a variety of management and programs area;
  • Researches, writes, and communicates proposed audits ideas, audit findings, and recommendations for consideration by the Audit Manager;
  • Works effectively as a team member and shares information with the Audit Manager and other team members.

Qualifications

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, public administration, accounting, international relations or development, regional or area studies, public policy or evaluation, journalism with international focus, or security policy.

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

IN ADDITION to the above basic qualification requirements, you must have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS- 09 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience in conducting audits and evaluations by gathering information, identifying and analyzing issues, developing recommendations and applying qualitative and quantitative analytical techniques involved in programs.
  • Experience in presenting, clear, concise and objective audit reports with well-defined findings and well-reasoned recommendations for corrective actions.
  • Experience in interpreting and applying professional auditing standards and federal government handbooks on accounting, auditing. 

OR

IN ADDITION to the above basic qualification requirements, you must have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR

IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.

  • Experience in interpreting and applying professional auditing or accounting standards and federal government handbooks on auditing.

Qualified candidates are assigned a score between 70 and 100.
