Summary

This position is located at the National Park Service, Alaska Regional Office 11, in the Interpretation and Education Division.

This temporary promotion/detail will be for a minimum of 6-8 months and may be extended up to 5 years. The position is eligible for remote duty with quarterly travel to Anchorage, AK, when conditions allow. This temporary promotion/detail may be made permanent without further competition. Pay will be set in accordance with the approved duty station.

The position is located in the Division of Interpretation and Education (I&E) in the Alaska Regional Office. The Division of I&E is a multi-disciplinary team responsible for a wide range of functions and programs including Interpretation and education, interpretive media and planning, youth programs, cooperating associations and partnerships in 17 national park units. The incumbent assists with implementation of national and regional I&E initiatives as well as administration and oversight of the regional I&E program. The purpose of the position primarily is to provide professional and technical support to Alaska Region parks.

The incumbent works closely with affiliated regional office staff to safeguard our national park treasures for the enjoyment of future generations and to share their stories with more than 61 million visitors each year. By focusing on relevance and inclusion, educational leadership, active engagement, business acumen, collaboration and partnerships, the position promotes the National Park Service as a trusted steward of America's stories and heritage.

Park ranger - interpreters connect people to parks. Park ranger - interpreters are specially trained to engage the public so that each park visitor can find a personal connection with the meanings and values found in the places and stories of that park. They help visitors explore the many dimensions of parks by introducing them to a variety of perspectives. By providing the opportunity for visitors to care about the places they visit, they promote stewardship and the opportunity for those visitors to care for park resources. National parks are among the most remarkable places in America for recreation, learning, and inspiration. The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations.

Qualifications

All qualifications must be met by the closing date of this announcement-09/15/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

What is a temporary promotion? A temporary promotion is a temporary assignment of an employee to a higher grade and occupational series for which an employee is qualified. Upon completion of the temporary promotion, the employee returns to his/her official position and grade. Temporary promotion may be made permanent without further competition.

What is a detail? A detail is a temporary assignment of an employee to a different position for a specified period, with the employee returning to his/her regular duties at the end of the assignment. While on detail the employee continues to hold his/her official position from which detailed and keeps the same status and grade. If position is filled with a detailed individual at a lower grade than GS-13 then individual must re-compete for permanent position.


To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Coordinating interpretive planning and evaluation; studying and resolving visitor experience or visitor use management problems; managing and leading complex interpretation, education, and partnership programs that adhere to National Park Service (NPS) policy and current practices; entering into partnership agreements and handling conflict situations related to partnerships (such as Friends and/or educational partners); supporting Dept of Interior and NPS priorities and initiatives by carrying assignments through to completion; leading interdisciplinary work groups to achieve NPS visitor experience goals; coordinating professional development and competency-based training opportunities for interpretation and education staff; and using internal controls and accountability practices to administer a division interpretation and education program. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work of the incumbent is mostly sedentary, however may be called upon to be active in field-related interpretation and education activities.

Working Conditions: Duties are generally performed in a modern air-conditioned office building with frequent visits to field area and other cities.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Alaska currently does not have a state income tax or statewide sales tax.
