Summary

This position is located in the Department of Homeland Security (DHS), DHS Headquarters as part of the Leader Development Program team under the Strategic Learning, Development and Engagement organization.

The primary purpose of this position is to focus on designing, developing and leading DHS-wide executive development programs and resources, as well as contribute to policy, planning, evaluation, and reporting for executive and leader development initiatives.

As a Human Resources Specialist (HRD) GS 0201 13, your typical work assignments may include the following:.

  • Designing, leading and administering executive and leader development programs to incorporate industry-standard best practices and proven methodologies.
  • Strategic planning, evaluation, process improvement/recommendations for program management related to leader and executive development.
  • Providing instruction, advice and coaching to leader and executive development participants.
  • Contributing to policy, planning, evaluation, and reporting for executive and leader development.
  • Program development and administration of leader and executive development programs, including virtual and in person facilitation.
  • Program management of individual and group learning related to leader and executive development including virtual and in person.
  • Advising management and provide consultation to customers to ensure effective investments in leader and executive development.

Qualifications

Specialized Experience:
You qualify for the GS-13 grade level (starting salary $103,690.) If you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: developing, planning, implementing and managing leader and executive development programs that include a blend of approaches; and understanding, advising on and contributing to developing policy and approaches to best practices in development and assessment of impact on leader effectiveness performing duties such as:

  • Developing, Evaluating and revising leadership training program requirements and/or procedures based on analysis;
  • Developing project plans, designing, managing administering complex leader development programs and logistics.
  • Conducting selection and delivering training/instruction for leader development programs.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
