Duties

Help

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Applying knowledge of U.S. naval and military history as well as the skills of an advanced historian.
  2. Writing naval or military history, scholarly research techniques, refined written and oral communication skills, and archival research experience is necessary.
  3. Developing written products on U.S. naval history of the highest quality that interpret and explain complex material.
  4. Communicating about the U.S. Navy's past.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

  1. Degree: history; or related field that included at least 18 semester hours in history.

    or

  2. Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.

Best Qualifying Criteria:
Research and Writing: Advanced knowledge of U.S. naval and military history as well as the skills of an expert historical practitioner as demonstrated by an earned M.A. or Ph.D. in History and multiple scholarly publications. Extensive professional experience with writing naval or military history, scholarly research techniques, very refined written and oral communication skills, and wide-ranging archival research experience is necessary. Demonstrated ability to develop written products on U.S. naval history of the highest quality that articulate, interpret, or explain highly complex material.
Historical Knowledge and Skills Requirements: Expert knowledge of 20th-century U.S. naval and military history; knowledge of naval and military terms and technology; knowledge of the organization and policies of the Department of Defense (DOD) and Navy; knowledge of the internal workings of U.S. military organizations and the work of senior staff officers; experience communicating knowledge about the U.S. Navy's past operations, policies, plans, and organizations to senior Navy leaders, planners, and strategists.
