This Financial Specialist position is located in Operations Management Division, Law Enforcement/Federal Air Marshal (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

  • Conducting yearly financial evaluations of spending plans, out year budget and other funding/procurement documents to reconcile program accounts.
  • Consolidating reports and findings of reconciliation, audits and other reports into appropriate format for management and participating in the design, implementation and assessment of internal control processes and systems.
  • Certifying funds for travel, applying correct lines of accounting (LOA) to ensure all spend plan reporting is timely and accurate.
  • Serving as a Government Purchase Cardholder to acquire goods and services in accordance with acquisition protocols, policies and federal regulations.
  • Coordinating and conducting complex research to develop reports and spreadsheets for all levels of management to fulfill the agency’s mission, goals and program requirements while reconciling program accounts.

The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band G) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify at the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, OR C) outlined below:

A. Experience: You must have one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience:

  • Supporting management through the analysis of financial disbursements to compile various reports.
  • Assisting with reviewing financial data for accuracy and ensuring the necessary corrections are made.
  • Using automated financial database/reporting systems to enter, correct and retrieve factual information. 

OR B. Education: master's or equivalent graduate degree

or

Two full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

OR C. Combining Education and Experience: Combinations of successfully completed post-bachelor’s education and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. Applicants who meet the qualifications listed above based on education or a combination of education and experience MUST provide proof of education such as a list of completed college courses or the date and school of degree including the number of semester or quarter hours or a transcript from an accredited college or university. The information must be provided as an attachment to the application by the closing date of the announcement. If selected, the applicant must supply an official transcript or certification of degree before EOD.

To qualify at the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience:

  • Reviewing procurement plans and providing/obtaining approval and resolving procurement related problems.
  • Administering efforts to determine and implement appropriate corrective actions and strategies to improve operations, financial effectiveness and accuracy.
  • Conducting procurement activities for the project, defining and obtaining approval for acquisition plans.
  • Analyzing data related to financial projections to support the status of funds to the assigned organizations.

Salary listed includes locality pay of 30.48%.
