Serves as focal point for National Audio-Visual Conservation Center (NAVCC) acquisition procedures, contract management and related issues including analysis. Provides recommendations to NAVCC management regarding contract management operations matters. Plans and coordinates contract administration activities for long-term, extensive technical service contracts. Monitors contract administration in collaboration with Library Collections and Services Group (LCSG) Procurement Analyst, including regulatory and statutory provisions through conversations, correspondence, and reports. Keeps the supervisor informed of contract performance and monitors status of contract performance in collaboration with LCSG Procurement Analyst, including timely completion of required work, payments, change orders, other modifications and closeout. Proposes solutions and verifies required actions are completed. Initially reports NAVCC contract status to the supervisor and then collaborates with the LCSG Procurement Analyst as needed.
Plans and coordinates contract administration activities for all NAVCC contracts. Provides information on contract procedures to CORs and NAVCC management, and provides appropriate advice and guidance. Manages the contract administration process with the CORs from the determination of contract specifications through bid evaluations, contract execution, payment process, and closeout. Analyzes annual contract costs and develops reports justifying present and future funding needs for contract costs.
Utilizes knowledge of the NAVCC organization and understanding of the NAVCC goals and mission to improve the effectiveness and efficiency of work operations in the program. Communicates information to management to ensure effective evaluation of the NAVCC program operations and performance. Collects, compiles, organizes, analyzes, summarizes, and maintains archival records for the NAVCC’s annual reports and other historical records, to include management confidential information. Conducts analysis of statistical data and comprehensive evaluations of ongoing NAVCC operations to ensure program goals are met and identifies areas where operational efficiency can be enhanced. Prepares and edits sensitive and confidential reports and related documents on NAVCC program issues, provides data analysis and recommendations that supports management decision-making.
The incumbent helps ensure that the NAVCC’s unique collections and experts are leveraged effectively in support of the Library’s outreach and engagement initiatives. The incumbent initiates, establishes and maintains professional relationships with custodial and curatorial staff in NAVCC units and with collaborative partners in other Library service units. The incumbent acts at all times in a professional and confidential manner with respect to all aspects of their position in their relationships with Library staff, invited guests, and the public. The incumbent provides technical, administrative, and program assistance to support NAVCC collaboration with other Library service units in planning and hosting special events, programs, and collection displays. Coordinates and monitors the events' financial aspects, including the estimated budget of expenditures, actual costs, and funding sources in collaboration with the supervisor and the LCSG Budget Analyst.
