The incumbent reports to the General Counsel and provides consultation on policy and legal requirements relative to the operations and/or organization of the OIG, Congressional relations and on investigative, audit, and inspection matters of concern to the Department.
Provide legal reviews of OIG audits, evaluations, investigations and inspections. Evaluate the quality of implementation of the aspects OIG's audit, inspection, and investigation policies, programs, operations, organizations, and procedures. Draft cogent and concise legal opinions or memoranda on issues of law relevant to general OIG operations or to particular OIG audits, investigations, inspections, or investigations. Handle litigation; review contracts; conduct ethics reviews and analyze and provide advice on Freedom of information Act and Privacy Act litigation, request processing and appeals, as well as reviewing OIG reports to assure markings and redactions. Analyze and resolve potential conflicts of interest and related ethics questions and working with the Office of the Legal Adviser, Department of State to review and approve required financial disclosure forms.

Qualifications
Applicants must meet the required qualification requirements and any selective placement factors described below by the closing date of this announcement. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Qualifying specialized experience must demonstrate the following: -A broad OIG legal experience, knowledge drafting cogent and concise legal opinions and memoranda regarding issues of law relevant to general OIG operations or OIG investigations, and inspections. Knowledge in providing counsel and advice to OIG on OIG independence questions. Demonstrated experience providing legal support for highly diverse programmatic activities such as records, appeals and handling FOIA, or other activities that generate legal issues requiring analysis by an attorney with a general law background. There is no substitute of education for specialized experience for the GS-15 position.
