Duties

Help

You will:

  • Lead the planning and execution of all Environmental Justice (EJ) activities in the Office of Air and Radiation (OAR), identifying and recommending new areas for study or analysis as needed;
  • Represent OAR on agency work groups that are charged with new program development and implementation related to EJ initiatives;
  • Maintain a network of internal and external EJ contacts to explain OAR programs, retain current knowledge of agency EJ activities, contribute to collaborative EJ projects, and help track results and facilitate improvements;
  • Develop and implement EJ-related technical resources such as trainings, webinars, workshops, conferences, and guidance documents for internal and external stakeholders.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as advising on environmental management issues for policy or regulatory development; and coordinating environmental justice initiatives, programs, or activities.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of the Clean Air Act and related environmental laws; 2) Ability to advise on the development and/or promulgation of policy/guidance concerning implementation of pollution control statutes and regulations; 3) Knowledge of the interests and priorities of EJ communities; 4) Skill in incorporating technical policy and legal information into guidelines and standards; 5) Skill in project management; 6) Ability to achieve consensus and build collaboration across a diverse group of organization units; 7) Skill in communicating technical and policy concepts to a diverse range of audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
