Duties

Help

As a Policy Analyst (Trade), GS-0301-13/14/15, you will perform the following duties:

  • Conduct analyses, research and policy work dealing with trade and investment issues affecting the Office of Services and Investment.
  • Serve on a variety of task forces and committees related to international trade, investment, national security and digital trade policy specific problems or issues.
  • Participate in interagency deliberations to help formulate agency positions as one of USTR's staff-level liaisons to the Committee on Foreign Investment in the United States (CFIUS).
  • Assist in the preparation of Congressional testimony, responds to controlled correspondence, briefing materials, summary statements and speeches on major trade, investment, and national security.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

To qualify at the GS-13 level:

Possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Utilize U.S. trade, investment and national security policy, including U.S. government policy relating to the interagency Committee on Foreign Investment in the United States to help formulate agency positions; 2) Engage international trade rules and mechanisms as established under trade agreements to address critical issues; and 3) Understand interagency process within the U.S. government and function effectively within such a structure;

OR

To qualify at the GS-14 level:

Possess one year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Analyze statistical data and sources of information related to U.S. trade, investment, and national security, including legislation, policy and procedures; 2) Utilize U.S. trade policy including provisions of existing U.S. trade legislation and administrative regulations to mitigate trade and labor issues; 3) Participate in international trade negotiations and conferences on issues affecting U.S. trade policy; and 4) Serve on tasks forces and committees that analyze specific problems or issues related to trade, investment, and national security;

OR

To qualify at the GS-15 level:

Possess one year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Develop, negotiate and implement trade policy and agreements; 2) Utilize U.S. trade policy including provisions of existing U.S. trade legislation and administrative regulations to mitigate issues related to trade, investment, and national security; 3) Participate in international trade negotiations and conferences on issues affecting U.S. international trade policy; 4) Serve on tasks forces and committees that analyze specific problems or issues related to international trade and investment and U.S. national security; and 5) Attend interagency meetings as agency representative on issues related to trade policy and agreements.

  • Knowledge of U.S. intelligence reporting relevant to analyzing trade and investment matters generally and the U.S.-China economic relationship specifically is preferred, but not mandatory.
  • Prior experience with CFIUS is preferred, but not mandatory.
  • Ability to speak and read Chinese is preferred, but not mandatory.
