Summary

The Office of the Special Inspector General for Pandemic Recovery (SIGPR) was established under the CARES Act which was enacted in response to the COVID-19 national emergency. SIGPR conducts, supervises and coordinates any audits and investigations of loans, loan guarantees and other investments made by the Secretary of the Treasury under any program established and managed under the Act. Through the CARES Act, SIGPR has been funded for 5 years. At which time the agency may be terminated.

Duties

Help

As a Lead Auditor, you will:

  • -Prepare indexed draft report sections, indexed summaries, and supporting documentation on the results of Quality Control Reviews for the annual monitoring report on the Divisions system of quality control.
  • -Be responsible for conducting independent referencing reviews for SIGPR products (draft and final audit and evaluation reports, memorandum, and letters), to ensure that each product is accurate, complete, and fully supported by work papers before issuance.
  • -Analyze and summarize the results of internal reviews; identifying systemic or repetitive issues needing improvements; making recommendations to improve the Divisions policies, procedures, and operations, and drafting an annual monitoring report documenting the results.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:

  • -Conducting audits, reviews or evaluations of program(s) involving a government agency or entity; AND
  • -Communicating audit findings, justifying conclusions reached and recommending courses of actions in an audit environment
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

Education

Education Requirements:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
