Summary

The Office of Inspector General (OIG) is an independent component of the U.S. Department of State (DOS) and the U.S. Agency for Global Media (USAGM). The OIG has unusual statutory responsibilities and authorities that ensure its independence. For example, the Inspector General is, by statute, the appointing authority for all OIG personnel, rather than the Secretary of State.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

This position is located in the Department of State, Office of Inspector General, Office of Evaluations and Special Projects.  Incumbent serves as an Evaluations and Project Analysis Officer on all matters involving evaluations and special projects and is responsible for planning, initiating, developing, and overseeing multiple projects, procedures, and techniques.  The incumbent will perform the following:    

  • conduct high-priority reviews and evaluations of Department and USAGM programs and operations; 
  • recommend and implement modifications to improve effectiveness and attain project milestones; 
  • issue management s and other time-sensitive projects that capture systemic and urgent issues facing the Department and USAGM; 
  • employ data analytics and data-mining capabilities to identify spending trends and anomalies when possible; 
  • deliver prompt, actionable reports to support OIG actions before its stakeholders, including senior leadership at the Department, USAGM, and Congress; 
  • analyze Department and USAGM programs, as well as allegations of misconduct, and making recommendations to pursue civil or criminal actions;
  • ensure that all OIG survey and evaluation reporting and other pertinent reviews are conducted in accordance with the “Quality Standards for Inspection and Evaluation”; 
  • ensure that all misconduct reviews are conducted in accordance with appropriate standards; 
  • work closely with the Assistant Inspector General, Deputy Assistant Inspector General and other senior OIG leaders to seek remedies where fraud, waste, and abuse are substantiated to develop and organize analyses or studies of patterns and practices furthering fraud, waste, and abuse; and to make recommendations to improve overall Department and USAGM operations; 
  • make recommendations for corrective action concerning problems, abuses, and deficiencies; and report on the progress made in obtaining departmental and USAGM concurrence on such corrective recommended action.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience planning, scheduling and conducting segments of projects, reviews or studies;
  • Experience assisting in the preparation of recommendations and implementation of corrective actions based on findings from reviews and/or studies;
  • Experience interpreting laws, administrative laws and policies to draft correspondence on responses from organizational entities or programs;
  • Experience drafting reports to support organization actions and responses to project findings.

There is no substitute of education for specialized experience for the GS-13 position.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience independently conducting special projects and/or program evaluations;
  • Experience evaluating the effectiveness of an organization’s programs;
  • Experience interpreting laws, administrative laws, and policies to draft correspondence on responses from evaluated entities/programs.
  • Experience presenting findings to senior managers both orally and in writing.
  • Experience providing recommendations and implementing corrective actions based on findings from reports;

There is no substitute of education for specialized experience for the GS-14 position.
