As a Business Analyst, you will:

  • Analyze market conditions and trends and determine factors that negatively or positively impact trends and market shares using comprehensive knowledge of Single Family (SF) housing programs and the business practices of conventional, sub-prime, government sponsored enterprise secondary markets and government insured sectors, which are all participants in the SF Mortgage business, applying broad and extensive understanding of the laws, policies, regulatory oversight requirements and operations of these entities.
  • Develop data and provide reports that facilitate strategies to promote Federal Housing Authority (FHA) Single Family programs in urban areas with high housing costs, as opportunities present themselves, such as the expected change in requirements regarding raising FHA mortgage limits in these areas, where market share and participation have declined.
  • Provide written recommendations to Senior Homeownership Center (HOC) Management pertaining to governmental barriers impacting the enhancement of market share; develop ideas and concepts that can be utilized as pilot initiatives either within the specific jurisdiction or tested nationally, such as analyzing and developing criteria relative to creating minimum FICO scores for loan qualification purposes.
  • Perform analysis of current and proposed laws and regulations affecting mortgage banking industry and proposes policy positions to the HOC Director.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Extracting and interpreting data using current analytics practices including developing queries accessing sources of data, generating automated reporting, and analyzing large data sets to support decision-making; AND
- Assessing the performance of housing financial markets to identify trends for internal and/or external stakeholders; AND
- Interpreting and advising on housing policy, laws and regulations; AND
- Conducting quantitative and qualitative evaluation of housing programs for improvement of processes and policies.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
