Summary

This position is with the Office of Inspector General, Human Resources Division, in Herndon, Virginia. The OIG's Human Resources (HR) Division is a small, team-oriented office which provides the full range of HR services to the OIG's 260 employee workforce. If selected
as the Human Resources Assistant, you will be responsible for providing administrative and clerical assistance for processing personnel actions, recruitment and placement, employee benefits, payroll and various other HR services.

Duties

Help

As a Human Resources Assistant, GS-0203-7/8, you will perform the following major duties:

Review personnel requests to determine the nature of staffing action and source of candidates researching and utilizing various staffing guidelines and resources (e.g. merit promotion plan, applicant supply file, outside sources, and/or certificates).

Provide technical assistance to HR specialists, by conducting preliminary analysis of recruitment/placement requests for individual and/or group personnel actions for a wide range of administrative, technical (information technology), legal, auditor and law enforcement occupations.

Process personnel actions (e.g., appointments, reassignments, promotions, awards, benefits, retirements) and other personnel actions for adherence to appropriate processing personnel actions legal authorities and qualification guidelines.

Perform miscellaneous clerical work such as preparing biweekly reports, arranging for job interviews and preemployment examinations; and sending notification letters. Clerical work includes assistance in the maintenance of employee Official Personnel Folders (OPF) and the filing of other related personnel documents.

Conduct onboarding and new employee orientation for new hires, assists employees in completing forms related to their appointments.

Research and resolve payroll issues including the processing of multiple corrections.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Minimum Qualifications GS-7:
One year (52) weeks equivalent to the GS-6 level in the Federal service performing all of the following:

  1. Providing technical and administrative support for various human resources areas (e.g. employee benefits, training, retirement, payroll, personnel action processing, recruitments etc.)
  2. Initiating and determining appropriate legal authorities and Nature of Action codes on a variety of personnel actions (e.g. new hires, benefit changes, promotions, within grade increases, awards, terminations, accessions, reassignments etc.), AND
  3. Uploading and verifying the accuracy of personnel documents in an electronic personnel system.
Minimum Qualifications GS-8:
One year (52) weeks equivalent to the GS-7 level in the Federal service performing all of the following:
  1. Providing technical assistance to HR Specialists during the recruitment process (e.g. drafting vacancy announcements, evaluating applicant eligibilities or qualifications, or issuing certificates).
  2. Performing onboarding processing using internal and external HR software or systems (e.g. preparing job offers and appointment documents, checking e-Verify, etc.); AND
  3. Monitoring and resolving system and data errors in a personnel or payroll system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitute for these grade levels in the 0203 occupational series.

Applicants will be evaluated based on their possession of the following competencies:

  • Knowledge of, and skill in preparing and presenting information.
  • Knowledge of administrative regulations, practices, and procedures relating to personnel, payroll, procurement and property, travel and records management to oversee implementation of the above administrative functions
  • Skill in applying HR rules, procedures, and operations sufficient to process a wide variety of human resources actions/transactions and/or non-standard HR support
  • Knowledge and understanding of similarities and differences in various office automation software programs in order to integrate their use to achieve the best desired product
