The Bureau of the Fiscal Service Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.

  • Implement the merit staffing program by ensuring that all human resource actins comply with the provisions of the applicable merit staffing plan and negotiated agreements (if applicable). Provide information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs.
  • Implement the delegated examining program by ensuring that all human resource actions comply with the provision of OPM's Delegated Examining Handbook. Provide information and guidance to employees and operating officials on the effective use of the delegated examining program.
  • Serve as a technical advisor to rating panels/evaluation officials.
  • Conduct qualifications analyses for all types of positions filled including the most complex professional and administrative positions.

Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years* (or within the next 9 months), completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; for more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.

To qualify for the GS-07 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours, or equivalent) in an accredited college or university. OR You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one-third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
B. Experience: For the GS-07, you may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05grade level in the Federal service. Specialized experience for this position includes applying a body of rules (such as regulations or policies) to provide information and ensure compliance. Examples of such experience might include applying a body of rules to:

  • Create reports using data, OR
  • Provide assistance to managers and employees, OR
  • Explain retirement or benefit options to employees, OR
  • Assist employees or managers on claims, OR
  • Conduct training needs surveys to help managers anticipate development and training needs for their staff, OR
  • Review and improve practices for an organization, OR
  • Respond to phone or email regarding compliance.

OR

C. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

To qualify for the GS-05 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Completion of 4 full years of education above high school leading to a Bachelor's degree.
OR
B. Experience: For the GS-05, you may qualify with three years of general experience, one year of which was equivalent to the GS-04grade level in the Federal service. General experience for this position includes analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively in person and in writing. Examples of such experience might include:

  • Reconciliation of master records, OR
  • Explaining established policies to employees, OR
  • Responding to customer inquiries via phone or email

OR

C. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

CONDITIONS OF EMPLOYMENT:
