Summary

This position is located in the Office of Grants and Financial Management for the National Institute of Food and Agriculture (NIFA).

In this position, you will be responsible for advising, participating in, awarding, overseeing, and/or monitoring complex programs for Competitive (Non-Capacity) Grant Programs and Cooperative Agreements.

Duties

Help
  • Negotiates, executes, and administers grants under broad authorities contained in the enabling legislations and the annual appropriations act.
  • Prepares grants and cooperative agreement documents with appropriate general and special provisions and negotiates special provisions and budget.
  • Ensures all project costs are reasonable, allowable, and allocable in accordance with applicable cost principles and statues; and develops and incorporates into award instrument special terms and conditions needed for award administration.
  • Utilizes electronic grant systems and software to manage grant activities, and provides input into the development and modification of those systems.
  • Manages grant portfolios and performs other administrative tasks to close completed grants and cooperative agreements in accordance within prescribed directives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading a grants management program; providing technical assistance services for grants; managing and coordinating full range of complex grants and cooperative agreements from pre-award to post-award; and interpreting grant management policies, standards, regulations, practices and procedures for an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
  • This position reports to the Grants and Financial Management office in Kansas City, MO. The primary duty location for this position is 100% remote and will be confirmed at time of selection. The selectee for this position is not required to report to a government office. However, the option to work in NIFA's Kansas City office is available.
  • The salary range above is for the Kansas City/Overland Park locality pay area. Pay may differ depending on the final duty location of the selected candidate.
  • If you are selected and are willing to relocate to Kansas City, you may qualify for reimbursement of relocation expenses in accordance with agency policy.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating.
