Duties

Help
  • Incumbent assists senior analysts, interprets statutory and administrative requirements and recommends changes to policies and procedures to implement the programs base-wide.
  • Receives, analyzes and processes written requests for records from the public. Provides program support, assessment, and consultation services for Air Force records.
  • Researches a variety of sources to determine OPR to include historical records, internet searches, other AF or federal agency FOIA Offices.
  • Evaluates and recommends changes to policies and procedures to provide timely administration and management of the AF FOIA and Privacy Act Programs.
  • Prepares detailed reports and briefings. Attends professional and locally identified FOIA/PA training, seminars and conferences as required to maintain current knowledge of FOIA/PA procedures and requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience is experience implementing policy, providing guidance, and program management of Freedom of Information Act (FOIA), Privacy Act (PA), and Information Collections and Reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Master's or equivalent degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION:
Equivalent combinations of education and experience are qualifying.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of the operations, products, services, needs, and goals of WPAFB program(s) and the organizations studied or served, and related customers, functions, resources, and users.

Knowledge of one or more information management areas, e.g., Freedom of Information/Privacy Acts, mail, records, forms, directives, correspondence.

Knowledge of standardized administrative practices and procedures to prepare and organize staff correspondence packages for coordination outside immediate organization chain.

Skill in executing projects and/or studies that engage team involvement and that meet established time constraints.

Skill with creating spreadsheets and manipulating data for reports.

Skill in accessing or locating information through the use of a personal computer or terminal and applying fact-finding and investigative techniques to locate current and former AF records in response to FOIA.

Skill in preparing and delivering briefings to customer base and managers on study findings and recommendations.

Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations in administrative processes as the relate to FOIA and Privacy Act.

Ability to communicate orally and in writing, to advise others, and deal with customers using a high degree of tact and diplomacy.

Ability to research, analyze, and interpret and apply rules, public law, regulations, and procedures.

Ability to prepare and/or edit written correspondence, ensuring proper use of English grammar, spelling, and punctuation.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
