Summary

The incumbent will serve as a Supervisory Research Plant Pathologist or Entomologist and serves as Research Leader of the Crop Diseases, Pests and Genetics Research Unit (CDPGRU) at the San Joaquin Valley Agricultural Sciences Center in Parlier, California. As Research Leader of the unit, incumbent is responsible fundholder for all appropriated projects, provides primary supervision for unit scientists, and secondary supervision for other lab personnel.

Duties

Help
  • Develop a better understanding of plant-pest interactions associated with emerging pathosystems and invasive plant pests.
  • Develop improved grape, almond, and other stone fruits with enhanced yield, quality, and pest and disease resistance.
  • Develop an individual research program to determine the biotic and abiotic factors that affect development of emerging plant diseases and invasive insect pests including vectors of plant pathogens.
  • Develop an individual research program to mitigate the impact of these phyto-pathosystems on horticultural crop production.
  • Incumbent leads, conceives, plans, conducts, interprets and reports varied and complex research.
  • Conduct research focused on the biology, pathology, microbiology, microbial ecology, genomics, epidemiology and management of emerging plant pathogens and invasive insect pests of crops, in particular those affecting the agroindustry in California.
  • Research involves host plants, plant pathogens, insect vector biology and ecology, and pathogenvector-host interactions within all aspects of diverse crop production agroecosystems.
  • Develop effective strategies to manage phyto-pathosystems.
  • A team approach is required due to the complex host-range and vector species involved.
  • Maintaining and enhancing the creativity and productivity of the Unit.
  • Ensuring the proper interpretation and reporting of scientific research results and information.
  • Establishing and maintaining an advisory stakeholder base, which represents the various research projects, to ensure close alignment of research activities with stakeholder needs and promote rapid adoption and impact of research results.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:

Entomology Series, 0414:
Degree: entomology; or a related discipline of the biological or physical sciences that included at least 16 semester hours in entomology.

OR

Combination of education and experience: courses equivalent to a major that included course work as shown in A above, plus appropriate experience or additional education.

Evaluation of Education: Applicants with major fields of study in biology, zoology, or invertebrate zoology may fully meet the basic educational requirements if their academic preparation included substantive instruction (including appropriate laboratory and field work) in basic general entomology, taxonomy, physiology, ecology, general and organic chemistry, general physics, and mathematics or statistics that provided some training in the analysis of variables.

Plant Pathology Series, 0434:
Degree: plant pathology; or a related scientific discipline that included at least 20 semester hours in basic botany or plant science, and 10 semester hours in plant pathology.

Graduate Education: must have been in plant pathology, or in one of the recognized subject-matter fields of plant pathology, or have followed a curriculum or pattern of training that placed major emphasis on plant pathology or one of the recognized subject-matter fields of plant pathology, such as those dealing with particular types of pathogens, diseases of particular kinds of crops, or chemical or biological controls. Graduate study in related fields such as microbiology, entomology, plant physiology, genetics, agronomy, horticulture, forestry, or chemistry may also be qualifying, provided it placed a sufficient amount of emphasis on plant pathology.

Evaluation of Education: Courses in botany, plant physiology, plant taxonomy, plant pathology, agronomy, forestry, horticulture, or similar subjects may be used to meet the 20-semester-hour requirement in basic botany or plant science. To meet the specific 10-semester-hour requirement in plant pathology, the courses must have been in plant pathology, or have dealt with specific subject matter areas of plant pathology such as those concerned with viruses, fungal or bacterial diseases, host-plant relationships, biotic or chemical controls, environmental or physiological diseases, parasitic diseases, etc.

In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

At the GS-14:
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service.

Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-14 level of this position are:

  • Experience leading a research project focused on developing a better understanding of plant-pest interactions associated with emerging pathosystems and invasive plant pests, with a goal of improving crop yield, quality, and pest resistance;
  • Experience conducting research focused on grape, almond or other stone fruit crops; AND
  • Presenting or publishing research results focused on improving crop plant resistance to plant diseases and pests.

At the GS-15:
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service.

Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-15 level of this position are:
  • Experience managing a team of researchers for a project focused on developing a better understanding of plant-pest interactions associated with emerging pathosystems and invasive plant pests, with a goal of improving crop yield, quality, and pest resistance;
  • Experience conducting research focused on grape, almond or other stone fruit crops;
  • Presenting or publishing research results focused on improving crop plant resistance to plant diseases and pests; AND
  • Identifying and prioritizing important plant genetic research by interacting with national commodity groups, industry representatives, university scientists or other stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically.
