Duties

Help
  • Develops conceptual/mathematical models and performs multi-scale and multi-resource analysis in support of planning, analysis, and monitoring activities using appropriate programming languages (Python proficiency required; R, JavaScript also useful).
  • Uses spatial statistical tools for modeling geospatial data to simulate, estimate, interpolate, and predict natural processes and linkages with human uses and values; products must be served in an enterprise environment.
  • Integrates with the monitoring team to create a vision and a strategy for effective integration of science into management.
  • Assists and coordinates with the state GIS Coordinator and other state technical staff to further the development of, use for, and access to natural resource data.
  • Supports the integration of geospatial data into decision making at multiple levels.
  • Works closely with state and area specialists and conservation partner leaders to determine the most efficient methods for implementation of technology tools.
  • Assesses quality, compatibility, and limitations of various data used in a wide array of land management and planning efforts.
  • Oversees data life cycle management and the organization and maintenance of multi-discipline resource information and data.
  • Supports development of data collection tools (e.g., Survey123, Field Maps).

Qualifications

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Basic Education Requirement: This position has a positive education requirement which requires that you have a degree in one of the following areas of study:

Biological Sciences Series (Geospatial Ecologist) - GS-0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Geography Series - GS-0150
Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.

Ecology Series - GS-0408
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours ecology, and 12 semester hours in physical and mathematical sciences.

In addition to meeting the positive education requirement, you must possess one (1) year of specialized experience equivalent to at least the next lower grade level for the position being filled, that is similar in difficulty and complexity as indicated by the following examples:

GS-12 Grade Level: You must possess one (1) full year of specialized experience equivalent to at least the GS-11 that is equivalent in difficulty and complexity as indicated by the following examples: developing data dictionaries, data models and metadata for multi-disciplinary information and geospatial applications; applying advanced principles to facilitate geospatial model design and analysis procedures related to ecological, natural resource and relevant data and products; compiling natural resource, topographic and cartographic data for creation of thematic map products and presentation materials for multi-disciplinary resource management planning, preparation of environmental assessments, environmental impact statements and other projects supporting natural resource management decision making.

There is no substitution of education for specialized experience at the GS-12 grade level.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands and Work Environment: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Occasionally there may be some physical exertion such as walking; hiking; standing; bending; lifting; carrying of items; driving or riding in an automobile; etc. Work is typically performed in an adequately lighted and climate-controlled office.
