This position is located in the Veterans Integrated Service Network (VISN) 10 Office which provides direction and oversight to eleven (11) facilities and 84 community-based outpatient clinics (CBOCs) in the Network. The VISN PMOP Coordinator will provide consultation and support to VISN and facility leadership concerning planning and coordination of the programmatic responsibilities related to policy and services in pain management, opioid safety, and prescription drug monitoring programs (PDMPs).

The VISN PMOP Coordinator provides ongoing support, consultation, and supervision to all Facility PMOP Coordinators in the VISN regarding PMOP-related initiatives to ensure understanding and compliance. The VISN PMOP Coordinator serves as a liaison between the VISN and the National PMOP Office and is responsible for sharing information from PMOP with the VISN/field/stakeholders and sharing, reporting, and tracking up to PMOP the activities, concerns, and reports of the VISN. The VISN PMOP Coordinators work in close collaboration with VISN and facility stakeholders, in particular the Pain POCs/Clinical Leads, Primary Care (PACT) Pain Champions, and Academic Detailing pharmacists and members of Pain Clinic/Pain Management Teams at facilities and at the Clinical Resource Hub.

The duties for the VISN PMOP Programs Manager may include (but are not limited to):

  • Responsible for complete oversight of the assigned functional areas and for independently planning, designing, and carrying out programs, projects, studies, or other work functions within the VISN.
  • Independently responsible for long-range planning and organizing the specific work activities outlined in these functions, requiring coordination with peers and field representatives.
  • Supporting a high functioning VISN Pain Committee/Pain Community of Practice that includes stakeholders from across the VISN, and supporting subcommittees, task forces/work groups as indicated.
  • Developing processes/procedures to ensure implementation and compliance with national policy related to pain management, opioid safety and risk mitigation strategies, Overdose Education and Naloxone Distribution (OEND), management of Opioid Use Disorder (OUD), initiatives in compliance with national policy, clinical practice guidelines, and regulatory requirements.
  • Providing VISN-wide facility support for community provider opioid prescribing practice reviews and for Opioid Safety Initiative (OSI) and data-based risk reviews for opioid exposed patients (including Stratification Tool for Opioid Risk Mitigation (STORM) data-based reviews), and other interdisciplinary pain care forums.
  • Supporting and tracking full implementation of the Stepped Care Model for Pain Management (SCM-PM), including high functioning PMTs/Pain Clinics at all facilities.
  • Supporting the implementation of at least one CARF-accredited interdisciplinary pain rehabilitation program in each VISN and expanding access to CARF pain programs VISN-wide.
  • Supporting access to tertiary advanced diagnostic and therapeutic interventional pain care modalities; Supporting access to integrative health modalities; and Supporting and facilitating veteran outreach events, inclusive of women's health initiatives for pain management.
  • Identifying opioid safety improvement and risk mitigation opportunities and developing strategic planning efforts.
  • Collaborating to evaluate acute pain care prescribing and processes at the facility and leading improvement opportunities.
  • Developing and tracking VISN and facility level dashboards regarding pain management, opioid safety, and PDMP, including key parameters such as access, productivity, workload, and staffing. Measuring and reporting quality and compliance outcomes related to pain management, opioid safety, and PDMP.
  • Monitor and disseminate best clinical practices related to PMOP initiatives.
  • Collaborating with and supporting medical centers' responses to formal, sensitive inquiries related to pain and opioid safety per patient reported concerns as presented by Patient Advocacy, Executive Leadership, VISN, Congressional, or others.

In addition to the above duties, the VISN PMOP Programs Manager is expected to be involved in the clinical care delivery at a VA facility within their VISN equivalent to 20% of their time, such as in a TelePain program.

This position reports directly to the VISN Chief Specialty Care Officer under the VISN 10 Chief Medical Officer. The VISN 10 Chief Specialty Care Officer is responsible for the entire integrated clinical community of Specialty Care, across all VISN 10 facilities. The incumbent has direct non-supervisory oversight of facility Pain Management, Opioid Safety, and the Prescription Drug Monitoring Program (PDMP) leads.

BASIC REQUIREMENTS:

  • United States Citizenship.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
  • Grandfathering Provision. See the Addition Information section below for the details regarding Grandfathering Provision.
  • Physical Requirements. See the Addition Information section below for the physical requirements.
  • English Language Proficiency. Must be proficient in spoken and written English.

GRADE REQUIREMENTS:
A.
Creditable Experience
(1) Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.
(2) Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).
(3) Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.(4) Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.

B. Grade Determinations. In addition to the basic requirements for employment located above, the following criteria must be met when determining the grade of candidates.

Requirements for the Grade 14:
1. Experience. In addition to meeting all of the requirements for the GS 13, Incumbent must have 1 year of experience equivalent to the next lower grade level (Grade 13). Examples of GS 13 experience include but not limited to: Ability to communicate orally and in writing to persuade and influence clinical and management decisions; Expert understanding of regulatory and quality standards for their program area; Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise; Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy; and Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Preferred Experience for this position:
  • Must have experience in Pain Management, Opioid Safety, and/or Prescription Drug Monitoring Programs.
  • Previous experience providing leadership and oversight for a program.
  • Clinical or leadership program development and implementation
  • Demonstrated experience in leadership development with positive outcomes
  • Excellent interpersonal skills and ability to work independently and effectively with a diverse group/team.
  • Have demonstrated skill in and experience making recommendations and/or implementing program changes based on qualitative and quantitative input.
  • Be able to effectively utilize information and data systems to perform necessary functions (e.g. preparing reports, informing presentations and talking points, etc.). In-depth experience using existing VHA data is preferred.
  • Possess good negotiation and conflict resolution skills

2. Assignment: VISN Program Manager.
Responsible for the management of national or VISN level programs. These programs include collaboration with other Federal agencies (e.g., National Institutes of Health, Public Health Service, Department of Defense, Food and Drug Administration (FDA), Centers for Disease Control, etc.) or organizations outside the Federal health care system. Programs of this magnitude are directed by VA Central Office or a VISN.

3. Demonstrated KSAs. In addition, the candidate must demonstrate the following technical KSAs:
(1). Skill in persuading others and gaining cooperation to accomplish goals. (2) Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. (3) Skill in utilizing regulatory and quality standards to develop and implement operational programs. (4) Skill in managing multiple and diverse people or programs. (5). Skill in utilizing available resources to support the mission and goals of the organization.

A physical examination prior to placement is required. Must have the mental, emotional, and physical ability to satisfactorily perform the duties of the proposed assignment and pass the requisite laboratory and other screening as required by Federal regulatory agencies. Work is mostly sedentary in nature. Work requires moderate lifting, walking, bending, stooping, standing, pushing, and pulling. Position requires standing and/or walking for much of the shift. Duties may require sitting, standing, or kneeling for extended periods of time. Must be able to distinguish basic colors. Normal range for hearing and vision. Ability to lift/push/pull light loads, carts weighing 40 pounds or more. Ability for rapid mental and muscular coordination. Employees must be physically capable of operating various types of equipment used on the job. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.

Incumbent MUST be a Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.

Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education.


NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.

Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

GRANDFATHERING PROVISION: All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
(3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
