Summary

Duties

Help
  • Develop and update agency intranet, SharePoint sites, and other web-based communications tools and materials for the benefit of NIFA employees.
  • Prepare employee newsletters, videos, and other digital and print communication products such as podcasts, brochures, and digital displays for internal use.
  • Work closely with the Communications Director to develop reports, assessments, and recommendations to strengthen the agency?s communications position.
  • Plan and conduct attitude and opinion surveys among employees in developing recommendations to improve communication.

At the GS-13:
Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience with performance matrix to measure effectiveness of communications programs using modern, industry-standard media tracking systems; developing communication plans for an agricultural journalism publication or land-grant university agriculture programs; planning the public relations, outreach, and media relations of an agricultural science organization.

At the GS-14:
Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience with coordinating communication plans for agricultural journalism and land-grant university related programs; overseeing a public affairs or news/communications program for an agriculture-related organization; and advising senior leadership on media response strategies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

This position reports to NIFA Headquarters in Kansas City, MO. The primary duty location for this position is 100% remote and will be confirmed at time of selection. The selectee for this position is not required to report to a government office. However, the option to work in NIFA's Kansas City office is available.

If you are selected and are willing to relocate to Kansas City, you may qualify for reimbursement of relocation expenses in accordance with agency policy.

This position is covered by a Bargaining Unit Agreement.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
