Duties:

As a Computer Scientist within the South Atlantic Water Science Center, some of your specific duties will include:

  • Employs computer science computational theory and programming language theory to assist in designing software frameworks and custom data collection and transmission elements as components of desktop or web-based decision support system, mathematical models, data visualizations and computationally intense geospatial processes.
  • Assist in software architecture and design activities using object-oriented languages, web interface testing, unit testing, process flow design, and end-user training.
  • Assist in documenting and publishing solutions, which address the challenges related to computation theory, hardware performance, remote sensed data acquisition, computer graphics, GPU optimization, data transformation, and data standards compliance.
  • Assist in working with cooperators and subject matter experts on science, resource management, and technology team, attending meetings on and off site.
  • Operates a government owned or leased vehicle as an incidental driver.

Are There Any Special Requirements For This Position?

  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record. If selected, you will be required to provide proof of a valid State license & a copy of your driving record.
  • The Recent Graduate Program lasts for 1 year. Participants who successfully complete the Recent Graduate Program may be eligible for conversion to a permanent appointment or a term (1-4 years in duration) appointment without further competition.

Eligibility Requirements

In order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:

  • You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum. OR You must be currently enrolled in a qualifying degree program as described above AND expect to complete your degree requirements no later than 08/31/2021. If you do not complete your degree requirements by 08/31/2021 you will be ineligible for consideration under this program.
  • Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.

Qualification Requirements

BASIC EDUCATION REQUIREMENT:
Applicants must meet the following to satisfy the basic education requirement for Computer Scientist, all grade levels. Bachelor's or higher degree in computer science

OR A bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

GS-07:
In addition to the Basic Education Requirement as described above, applicants must meet the following to qualify for the GS-07 level:

One full year of graduate-level education which provided the knowledge and skills required for the position.
OR: Superior Academic Achievement based on undergraduate study. (CLICK HERE FOR MORE INFORMATION ON SUPERIOR ACADEMIC ACHIEVEMENT).

OR One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-05 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience may include: providing services (in a trainee capacity) to develop software systems and/or computer graphics systems used in support of automated systems; or assisting senior scientist and engineers in the research, mathematical, and statistical design of devices used in support of automated systems.

GS-09:
In addition to the Basic Education Requirement as described above, applicants must meet the following to qualify for the GS-09 level:

Two full years of progressively higher level graduate education or Master's or equivalent graduate degree.

OR One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-07 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience may include developing and testing software programs or developing and testing portions of more complex systems using 3rd and 4th generation programming languages. Candidates are expected to recognize when deviations from standard procedures are necessary and be capable of recommending appropriate changes. In addition, advanced level mathematics is required for comprehension of the theories, principles, practices, and techniques of computer science.
