Cybersecurity & Technology Directorate:
The Cybersecurity & Technology Directorate helps reduce the risk of fraud, inappropriate disclosure of sensitive data, unauthorized disclosure of customer information, cost overruns and inefficiencies of systems, IT contract and regulatory noncompliance, and disruption of critical operations and services. The directorate assesses whether Postal Service information resources provide the highest level of security, reliability, and value expected by Postal Service customers.

Inspection Service Directorate:
The Inspection Service Directorate's mission is to promote accountability and provide improvement opportunities to the United States Postal Inspection Service (USPIS) and its stakeholders. The Inspection Service Directorate examines the efficiency and effectiveness of the USPIS in supporting and protecting the U.S. Postal Service, its employees, infrastructure, and customers. The Inspection Service Directorate accomplishes its mission by conducting reviews and audits.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

The employee serves as a member of an audit team conducting systematic performance, financial, or attestation reviews and audits of Postal Service programs and operations, including assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse. The employee performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the area of auditing.

  • Performs assigned audit functions, individually and as a member of an audit team in accordance with OIG policies and procedures, and Generally Accepted Government Auditing Standards.
  • Assists team with planning audits when there is ample precedent for the work covered by the audit assignment.
  • Executes data collection efforts, ensuring that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers.
  • Reviews and interprets financial documents, policies, standard operating procedures, and contracts to determine accuracy in accordance with procedures, internal directives and regulatory requirements.
  • Applies appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data.
  • Uses critical thinking, data analytics, and applied logic to discern meaning of and interpret data, and identify risks.
  • Produces audit documentation such as internal review reports, follow-up assessment reports, findings, corrective and preventive action plans, internal review scopes of work, process flow charts, and work instructions, to effectively communicate to internal and external stakeholders.
  • Drafts audit reports and other documents that are clear, convincing, accurate, technically thorough, and appropriately targeted to the OIG's customers' needs.

  • Must be able to obtain and maintain a Top Secret or obtain and maintain Moderate Background Investigation (MBI), dependent upon directorate selected.

Qualifications

To be considered for the GS-9 level you must have at least one (1) year of professional experience conducting program and/or performance audits in accordance with Generally Accepted Government Auditing Standards or related experience at an Office of Inspector General or similar audit organization.
OR Bachelor's degree in a field such as Business, Public Administration, Policy Analysis, Information Systems (MIS), Computer Science, or Cybersecurity. (Transcripts Required)

Desirable Qualifications

  • The Auditor (0511) occupational series requires a Bachelor's degree in accounting, auditing, or related field, which is supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law (transcripts required).
  • Advanced degree
  • Professional certification(s), i.e.: CPA, CIA, FSCM, CPIM, CFCM, CPCM, CISA, etc.

Evaluation Factors
A resume review and 2-part structured Interview may be conducted for the top rated applicants to validate your experience meets the critical general competencies at the minimum proficiency level. Part 1 may include a 1-way video interview. For part 2, top rated candidates may be invited to participate in a panel interview. Please ensure your resume contains examples of your knowledge, skill or ability in the following areas:
  • Professional knowledge of auditing concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations encountered.
  • Basic, general knowledge of an Office of the Inspector General's or similar audit organization's business practices pertaining to auditing to relate to the needs of serviced organizations.
  • Basic, general knowledge of agency programs and their governing statutes, regulations, and practices sufficient to perform audit assignments using generally accepted government auditing methods and techniques.
  • Ability to work effectively (independently or within teams) across functional areas in a professional and collaborative environment.
  • Ability to use computers, MS Office products (e.g. Excel, PowerBI) and auditing software to plan and track audits, analyze data, and present findings.
  • Ability to write communications that convey concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience and require minimal editing.
  • Ability to communicate verbally and deliver presentations to convey information and issues of a complex nature, incorporating information obtained through research.


Career Advancement Opportunities
The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9. The salary range for this position is $55,525.00 to $78,167.00 per year. The salary figures INCLUDE locality pay. Non-competitive promotion up to a GS-13 equivalent level is possible through our career ladder program.
