The Director, Office of Legislation (OL) is responsible for legislative planning within HRSA to advance the Administration's agenda. The Director serves as principal advisor for engagement with the legislative branch and manages the Office of Legislation. In this capacity, the incumbent serves as a key advisor to the HRSA Administrator on legislative affairs. The Director, will oversee the legislative program for the organization; and prepare briefing materials, analyses, and reports on legislative proposals. Coordinates the preparation of testimony and briefings on the Administration's legislative program for presentation to Congressional Committees; monitors hearings and activities; coordinates the collection of information requested by Congressional Committees, Members of Congress or their staff; and ensures the distribution of legislative materials.
Provide strategic advice on national policy directions, Administration initiatives, congressional interests and how they could impact HRSA.
Coordinate activities with the Office of the Assistant Secretary for Legislation (ASL) and serves as the ASL's principal point of contact on legislative and Congressional relations.
Participate with key advisors to the HRSA Administrator in planning and coordinating the total agency legislative program and integrate various program needs of the organization into a unified and comprehensive legislative plan of action.
Advance the legislative policy process through analysis, review and development of health care delivery initiatives and issues; develop legislative plans for the organization in collaboration with HRSA Bureaus and Offices; and participate with other Agency components and the Department in the development of agency policy, including implementing regulations and administrative actions.
Partner and collaborate with HRSA Bureaus and Offices to provide technical, analytical, and advisory information services to the Agency's components, the Department, the White House, the Office of Management and Budget, and other government agencies, private organizations and the general public on agency legislation.
Prepare senior level officials for Congressional testimony and/or briefings, which includes responses for highly visible or controversial issues.
Monitor congressional activities to keep apprised of HRSA interest areas and legislative trends.
Provide Congress with information requested on various operations of HRSA, including explanations for Agency action or policies and requirements of the various laws and regulations administered by HRSA, as well as notify the Congress of noteworthy HRSA activities and actions.
