Duties

Help
  • Coordinates and resolves issues surrounding geospatial and data technology for the BLM?s and interagency fire management programs.
  • Provides professional wildland fire geospatial expertise, including data and information management, and GIS expertise and analysis.
  • Provides wildland fire geospatial data management leadership/support for wildland fire management functions, including fire planning, fuels management, community assistance, fire operations, fire/fuels monitoring, and fire program-related reporting.
  • Develops and communicates data standards related to the BLM?s fire management program, and ensures the integrity of fire management data.

Qualifications

Basic Qualification Requirements:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

ADDITIONAL REQUIREMENTS:
In addition to meeting the basic education requirement, applicants must have specialized experience and/or directly related education
of the position to be found qualified. In order to be rated as qualified for this position, we must be able to determine that you meet
the specialized experience requirement.

Specialized Experience:
In order to be rated as minimally qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience advising on district or state-level geospatial wildland fire programs and data management products or issues, such as fuels management, wildfire risk reduction, post-fire recovery, etc; developing wildland fire-related geospatial and data management products; evaluating, coordinating, directing and implementing geospatial and data management work to support wildland fire management programs; and working with partners on geospatial and data management products related to wildland fire programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

There is no substitution of education for specialize experience at the GS-12 and above grade levels.

Education

This position has a positive education requirement. See qualification section for description of the Basic Education Requirement (BER). Additionally you must submit copies of transcripts or a list of all college courses that include hours and grades from an accredited U.S. college/university.

Proof of Education:
All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name.
If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

Pass/Fail Courses:
If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education:
One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

P.L. 114-47 allows certain current and former Federal employees under time-limited competitive appointments at land management agencies to compete under merit promotion procedures. LMWFA eligibility requirements;

  • Must have been hired under competitive examining procedures to a time limited appointment with a land management agency.
  • Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years.
  • Must have performed at an acceptable level throughout the duration of the qualifying appointments.

  • If separated, must have been separated for reasons other than misconduct or performance.
Public Land Corps (PLC) Hiring Authority PLC eligibility requirements:
  • Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility.
  • Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period.

Telework:
The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

Permanent Change in Station (PCS):
Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97.
