As a Human Resources Specialist (Employee Relations), your duties will include:

In order to qualify for this position at the GS-13 level, you must demonstrate that you have met the requirements stated at the GS-12 level and have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) counseling and advising individual employees and managers on routine and complex employee relations matters; (2) consulting with settlement officials and implementing settlement agreement stipulations; (3) and providing advisory services to managers regarding day-to-day employee relations matters, as well as on specifics for adverse actions.

In order to qualify for this position at the GS-14 level, you must demonstrate that you have met the requirements stated at the GS-13 level and have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) advising and guiding management in correcting/addressing performance deficiencies, misconduct and leave abuse; (2) providing advice on regulatory requirements, agency policies and practices to effect disciplinary actions, removals and suspensions and in resolving grievances, appeals and other employee relations matters/programs; (3) providing strategic advice and guidance to management; (4) and providing formal training on employee relations topics to ensure staff readiness related to employee relations matters.
There is not a mandatory education requirement or educational substitution for the GS-13 and GS-14 levels in this occupational series.
