Summary

The International Space Station (ISS) Transportation Integration Office plans, develops, and executes transportation strategies through coordination with NASA HQ, the Commercial Crew Program, International Partner space agencies, and through development and management of domestic transportation procurements. The Manager is responsible for integration and verification of all visiting vehicles and manages the overall strategic, tactical, and executional readiness of ISS crew and cargo vehicles.

This position reports to the Manager of the ISS Program Office. The Manager of the International Space Station Transportation Integration Office:

- Develops and manages contractual requirements and payment plans for Commercial Vehicles throughout the budget horizon and commercial transportation agreements required to support ISS to visiting vehicle integration activities and transportation services.

- Defines key milestones of the Commercial and International Partners program; evaluates technical design and build issues; assesses funding limits; and develops milestones and key target dates.

- Develops and manages key interface requirements for ISS commercial vehicles, supporting transportation systems, and other commercial cargo related interfaces.

- Manages the ISS Program interfaces with the Commercial Crew Program Office and develops and implements all requirements associated with integrating commercial crew vehicles into the ISS Program.

- Manages the ISS Program Office coordination with Federal agencies and top NASA officials and organizations to formulate United States government policies for the launch of commercial cargo and commercial crews to the ISS.

- Serves as the ISS Program advocate to Agency-wide teams addressing strategic and policy issues, responsible for formulating ISS Program positions and for representing the ISS Program in forums with Center, Agency, and stakeholder teams.

- Provides technical expertise to anomaly investigation, resolution, and corrective action teams as required.

- Develops risk mitigation strategies as warranted by analysis results, which may include such strategies as recommended reallocations of Program resources, changes in technical content or manifest, and applying additional expertise or attention.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience leading a complex organization that includes experience such as, managing a significant (approximately $100M) budget, reviewing contractual and complex spacecraft technical data; identifying technical, schedule, and/or cost threats; recommending effective risk mitigation strategies; proposing transportation and flight planning manifest approaches and participating in or leading anomaly resolution activities.

MTQ 2 - Demonstrated experience of aerospace engineering and related specialties such as structures and mechanisms; propulsion; power; communications and tracking; command and data handling; guidance, navigation and control; power systems; crew systems and equipment; environment control; space systems safety and reliability; and thermal control systems.

Education

This position has a positive education requirement. A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
