As a STRATEGIC ENGAGEMENT ANALYST at the GS-0301-15 some of your typical work assignments may include:

  • Develops strategic engagement strategies promoting partnerships across the United States Government (USG), building cross-governmental coalitions focused on countering the threats posed by Weapons of Mass Destruction (WMD), while maximizing DTRA's subject matter contributions to these efforts.
  • Analyzes, and advises on CWMD strategies at the tactical, operational and strategic levels of warfare to communicate, in layman terms, how all instruments of national power may be leveraged to dissuade, deter or disrupt adversarial threat networks within the operating environment, generating broad understanding and increased situational awareness of future challenges across a spectrum of governmental and non-governmental stakeholders that must contribute to mitigating future WMD threats and networks.
  • Collaborates with all DTRA Directorates in developing, supporting, and executing strategic engagements designed to further collaboration between DTRA and the Interagency, and to raise awareness of DTRA's capabilities, mission performance, successes and challenges - providing DTRA's community of interest awareness of the Agency's subject matter expertise and how to best leverage it to address their WMD or ITN-related concerns.
  • Leads the development and implementation of communications activities designed to strategically elevate DTRA's organizational profile, enhance the agency's reputation, and increase its visibility.
  • Responsible for developing a consistent corporate messaging strategy and combat support identity with our warfighting and interagency partners that is reflected across all strategic engagements and communications products.
  • Ensures seamless linkage between the Agency's strategic engagements and communications efforts, and its strategic planning and effects analysis products to provide DTRA's stakeholders, and the broader CWMD community of interest, a clear picture of the Agency's strategic imperatives, priorities and the effects DTRA generates within the operating environment in support of National Security objectives.
  • Orchestrates and leads strategic engagements with senior civilian and military decision-makers within the Office of the Secretary of Defense (OSD), as well as other senior officials in the Executive Branch to generate broad understanding of DTRA's CWMD mission priorities and capabilities, thereby ensuring continuity for the Agency's mission through transitions in direction or leadership at the OSD, Cabinet or Executive-level.
  • Generates targeted engagements at all levels of the public and private sectors, as well as expert communications-related products to high-ranking civilian, and military leadership within the CWMD functional community, including the DTRA Director, Combatant Commanders, Assistant and Deputy-Assistant Secretaries within the Department of Defense, heads of other DoD Components, and other senior leadership across the Interagency for the purpose of establishing shared awareness of emerging WMD trends and threats.
  • Identifies operational and strategic impacts of adversarial employment of WMD on the DoD, the Joint Force and the Agency, and correspondingly illuminates and recommends actions necessary to mitigate the impact of adversarial use of WMD against the United States or its interests.
  • Leverages network of high-ranking decision-makers to recommend senior-level engagements for the Director, Deputy Director and Directorate Directors to engage with, and identifies strategic collaboration opportunities to expand the understanding of associated risks, threats and mitigation opportunities.
  • Plans, organizes, and coordinates over-arching engagements to bring together both civilian, military, contractor, academic and private sector expertise, to examine the most intractable problems facing the Department, such as those associated with regional security concerns, integration of WMD and conventional forces, adversarial development and fielding of advanced weaponry, and Great Power Competition below the threshold of armed conflict.
  • Applies subject matter expertise to conduct multi-dimensional analysis in support of targeted engagements, including table-top exercises, symposia and briefings to senior leaders internal and external to the Agency, up to and including Assistant Secretaries, Principle Staff Assistants (PSA), Service Chiefs and other politically confirmed appointees across the public sector.
  • Develops read-ahead materials, talking points, briefings and speeches to facilitate and support strategically targeted engagements for the Agency's senior leadership.
  • Assesses opportunities associated with each engagement, and provides Agency senior leadership with a clearly articulated risk/reward assessment, and potential benefit analysis associated with each engagement.
  • Conducts engagements on behalf of, and at the request of the Director and other Agency senior leaders

Qualifications

You may qualify at the GS-15 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Working CWMD programs; teaching, lecturing, or writing on CWMD topics; producing, editing, or approving CWMD related point papers or recommendation briefings.
  • Crafting CWMD related strategies at a CCMD or Agency level.
  • Networking throughout the CWMD community of interest to include USG, Foreign Government, Industry and Think-tank stakeholders.
  • Crafting strategic engagement strategies; ability to prepare senior leaders to communicate CWMD positions or recommendations higher or laterally within the community of interest.
  • Researching, writing, editing, and/or publishing scholarly articles and/or presentations of the future of WMD threats; managing a speakers' program to address future WMD threats to a workforce; maintaining virtual databases of CWMD resources that are available to instruct the workforce.
  • Researching, planning, and executing training opportunities for the CWMD workforce and senior leaders (i.e. exercises to include TTX's).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
