The National Science Foundation (NSF), an independent agency of the Federal government, is authorized and directed to initiate and support basic scientific research and education programs, strengthen scientific research potential and science education programs, appraise the impact of research upon industrial development and upon the general welfare, award scholarships and graduate fellowships, and foster the interchange of scientific information among scientists in the United States and foreign countries.

The Office of Legislative and Public Affairs (OLPA) is responsible for the management of the Foundation’s relationship with Congress and for conducting programs that inform the public of the Foundation’s activities. OLPA is a staff office of the Office of the Director of the Foundation and many of its activities are in direct support of the Office of the Director.

MAJOR DUTIES

Manages a portfolio of assignments, which require selecting, analyzing, and articulating key science policy issues. The portfolio includes policy briefs, outreach materials for a wide variety of audiences, testimony, analyses, and similar documents for the Director and Deputy Director. The products in the portfolio often have clear national science and engineering implications and overtones.

Identifies legislative and policy issues important to NSF and the science and engineering research and education community.

Organizes Congressional Briefings and works closely with the Government Affairs Team to prepare for Congressional hearings, represent NSF at certain briefings and meetings, and responds to requests for information from members of Congress and their staff on STEM topics.

Assists in the development and implementation of outreach strategies to a variety of communities, including the development of strategic outreach tools, using data and analytics to inform strategy and messaging, as well as events and products that cross-cut OLPA.

Maintains knowledge of and ability to utilize agency data and data tools for the purposes of informing Congress, state and local officials, the scientific community and others regarding the impact of NSF investments.

Drafts testimony for the Director and Deputy Director and demonstrates the ability to defend the NSF budget within the legislative process based on experience with and knowledge of Agency operations, goals, priorities, policies, procedures and objectives.

Through study and research, arrives at defensible positions about major NSF programs and policies in science and engineering education for the Director and Deputy Director’s use.

Pursues research, identification, and resolution of complex national policy issues in science and engineering.

Communicates with the scientific community on matters of interest to federal, state and local policymakers.

Establishes and maintains liaison with organizations and individuals interested in scientific policy issues with which the incumbent is concerned. Plays a key role in supporting the critical information sharing and outreach to Members of Congress, their staff, scientific organizations and societies, and NSF’s Congressional Committees of Jurisdiction as well as to state and local policymakers.

Qualifications

Candidates must have a Ph.D. in a Social Science, Physical Sciences, or Mathematical Sciences Biological Sciences or in Engineering; OR a Master’s degree in a Social Science, Physical Sciences, or Mathematical Sciences Biological Sciences or in Engineering, plus after award of the degree, two or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.

Relocation expenses will NOT be paid.

Skill in communicating with and collaborating effectively with senior agency staff , congressional staff, and the scientific community on findings and recommendations on a wide spectrum of topics related to STEM legislation and policy in language and style that is appropriate for the intended audience.
  5. Ability to evaluate, analyze, and report on legislation related to STEM topics.
