DELEGATED EXAMINING (DE) - ALL U.S. CITIZENS and MERIT PROMOTION (MP). The incumbent serves as an Investigator Attorney in the FCC Office of Inspector General, focusing on Commission programs-particularly on the Universal Service E-Rate, High Cost, Low Cost and Contributor programs and on the TRS program. The incumbent duties include, conducting, directing, planning, organizing and managing investigations of fraud, waste or abuse in the Universal Service programs and FCC programs. Where appropriate, incumbent works with and supports Department of Justice attorneys and FBI agents in pursuing civil and criminal abuses of Commission programs, especially Universal Service programs.
The incumbent provides expert investigative assistance in the conduct of investigations, including developing and implementing plans for investigations, identifying and interviewing witnesses and gathering evidence; recommending issuance of, preparing and reviewing request for and responses to subpoenas; and issuing formal written opinions on investigative and audits matters.
The incumbent coordinates the presentation of investigative findings to appropriate FCC officials and/or to the Department of Justice or to Special Agents of the Federal Bureau of Investigations for, respectively, administrative or prosecutorial determination. Cooperates with other law enforcement officials and serves as a witness when necessary.
In order to be considered for this position, applicants must:
-Currently be employed in the Federal Communications Commission in positions serving under career, career conditional, or excepted service (Schedule A appointments under authority 213.3102(d)-Attorneys) appointments.
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
GS -13 Specialized Experience: Applicants must have at least two years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. Specialized experience includes: Experience conducting complex, and lengthy government or corporate investigations; experience interpreting and applying the Federal False Claims Act, 31 United States Code § 3729; experience providing legal interpretations of the laws and regulations concerning alleged violations of Title 18, United States Code; experience drafting or responding to government-issued subpoenas; experience preparing and conducting witness interviews; experience analyzing evidence and making investigative findings; and experience drafting interview memorandum, detailed reports of investigation, and report summaries with analyses and recommendations.
GS -14 Specialized Experience: Applicants must have at least three years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. Specialized experience includes: Experience supervising and conducting complex, and lengthy government or corporate investigations; experience interpreting and applying expert knowledge of the Federal False Claims Act, 31 United States Code § 3729; experience providing expert legal interpretations of the laws and regulations concerning alleged violations of Title 18, United States Code; experience negotiating responses to government-issued subpoenas or civil discovery requests; experience preparing for and conducting witness interviews or depositions; experience drafting interview memorandum, detailed reports of investigation, and report summaries with analyses and recommendations; and experience making oral presentations to senior management or government officials.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
