Duties

Help
  • You will support the Utilities Division with installation-level resource analysis and reporting requirements.
  • You will provide financial oversight of the Division?s annual budget.
  • You will provide management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work-plans.
  • You will conduct data queries and prepare reports to inform managers as to the status and potential problem areas relating to individuals projects.
  • You will serve as program analyst and advisor to management on sustainment and utility program execution and program costs, budget analysis and distribution, annual fiscal and program planning.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • May be required to work overtime.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in managing a department's budget by tracking expenditures; preparing funding requests; allocating funds to specific areas, etc.;2) Collecting and analyzing financial data and information to prepare financial status reports for management;3) Monitoring funding for work orders through various NAVFAC systems such as Maximo, eTracker, Funds Work Flow, NAVFAC Collaboration Services (NCS), etc.

Education

Applicants that do not have the specialized experience described under the Qualifications section may qualify with education or a combination of education and experience as follows:

A. You have successfully completed a Ph.D. or equivalent doctoral degree.

OR

B. You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

C. You have successfully completed an LL.M. degree that is related to the position being filled.

OR

D. You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
