Summary

The incumbent assists in the LRAT response team readiness activities and ensures the team organization and operations conform to NDMS guidelines. When the team is activated, in the event of an actual or perceived public health emergency response, the incumbent assists with the team mobilization and movement operations, and the establishment and disestablishment of work sites.
Plans, organizes, and oversees all administrative functions for team members, keeping abreast of program requirements for team staffing. Brief the Team Leader on all incident-related business management issues needing attention and follow up prior to leaving incident.
Incumbent assures the updating and maintenance of all administrative systems, such as payroll reconciliation and submission, facilitating recruitment, preparation and processing of personnel actions, preparation and submission of travel documents, and maintenance of response readiness.
Incumbent participates with the supervisor in planning, developing, and analyzing the financial operations, and assists with the formulation and justification of the team budget allocations including operational costs and staff requirements. Incumbent establishes fiscal procedures for the equitable allocation of available operating funds to meet the needs of the team.
Provides and maintains adequate control to ensure compliance with established NDMS policy and regulation in the procurement and utilization of supplies, materials, equipment, and services and resolves issues. Incumbent advises staff in the procurement of office equipment and services; reviews procurement requests to ensure availability and tracking of funds; prevents duplication; coordinates ordering, and effectively utilizes property.
This position is an episodic, intermittent position with irregular or occasional work hours, and you are only compensated for time worked. You also may not hold dual federal employment.

Qualifications
During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.
To qualify for this position, you must meet the following requirements:
Have one year of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service developing operating plans and policies for the administrative and finance areas of a program; or analyzing a program's financial details to identify development opportunities and program deficiencies; or managing the administrative staff and carrying out the full range of administrative duties to include updating and maintaining administrative and payroll systems and conducting briefings with senior management on incident-related business management issues that require attention and follow up.
