Summary

As the Staff Assistant to the Chief of Surgery and Surgical Services at the Oklahoma City VA HCS, you will be responsible for a wide range of administrative functions and duties pertaining to various surgery clinics. The incumbent is also responsible for ensuring the patients are processed in a timely manner, that established policies and procedures are followed, that standards are met and service goals are reached.

Help

Major Duties Include but are not limited to:

  • Reviews the overall procedures and program, periodically making detailed reviews and evaluations of each function within Surgery service incumbent;
  • Schedules return appointments; surgery clinic waiting times, and monitoring the electronic consults.
  • Keeping associates/team members informed of goals and objectives, and keeping higher level supervisors informed of associate participation and concerns.
  • Assesses, plans, implements and evaluates surgery services programs.
  • Develops and performs clinical management surveys.
  • Coordinate written and oral instructions, procedures and special instructions or non-routine or complex that affect the units.
  • Deals directly with the professional and administrative staff in daily operations of the unit.
  • Provides assistance to professional and administrative services in matters relating to provision of medical care, services and benefits to eligible beneficiaries.
  • Responsible for all credentialing and privileging of providers.
  • Coordinates with other units, inpatient and outpatient, to resolve problems and impacts of changes that affect the units.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this vacancy, applicants must have held grade GS-07 or higher for at least one year to be eligible for the GS-09, held grade GS-09 or higher for at least one year to be eligible for the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

AND

GS-09
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. A transcript must be submitted with your application if you are basing all or part of your qualifications on education
OR
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience includes:

  • Performs administrative work, management of an office schedule or day to day plans (i.e.) scheduling of regular and special meetings.
  • Performs duties involving the collection and compilation, and or tracking data, and other high-level documents in support of assigned projects.
  • Experience of credentialing and privileging regulations and requirements.
  • Experience with qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
OR
Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

GS-11

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related. A transcript must be submitted with your application if you are basing all or part of your qualifications on education
OR
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Collaborates with key administrative individuals within the Medical Center to resolve patient care issues.
  • Gathers data, for credentialing and privileging while coordinating with Section Chiefs, staff physicians, consultants and attending physicians, consultants and attending physicians.
  • Coordinates written and/or oral instructions, procedures and special instructions or non-routine or complex assignments to clarify guidelines.
  • Analyzes existing administrative practices to make recommendations for improvement.
  • Monitors and tracks budget and/or expenditures for service line.
  • Functions as Contracting Officers Representative (COR).
OR

Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-11 level. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week.

Physical Requirements: The work requires minor physical effort such as bending, stooping, unpacking supplies, considerable walking to all areas of the medical center, desk-based activities such as computer keyboarding, filing, answering telephones.
