Summary

This position is in the Division of Economic and Risk Analysis (DERA), Office of Data Science. The Division is headquartered in Washington, DC.

The Office of Data Science (ODS) leads initiatives to develop and support cutting-edge data analytics and data services to support requirements for DERA's four policy groups, as well as the metrics, models, and other tools developed as part of the risk assessment programs managed by ORA and other offices and divisions across the Commission.

Duties

Help
  • Serves as a subject matter expert in the science of text analytics and machine learning and advises and/or consults with both internal and external stakeholders on issues concerning text analytics, artificial intelligence and machine learning.
  • Conducts quantitative and qualitative analyses and evaluations using a wide variety of commercial and SEC databases to identify risk metrics, potential fraud and issues that might affect the securities trading functions of the free market.
  • Provides expert feedback and advice to others within DERA and across the Commission on projects that utilize advanced quantitative techniques including text analytics, artificial intelligence and machine learning.
  • Manages and leads numerous parallel projects, supports project activity with financial and analytical expertise and technical guidance to ensure program goals are met within the Office of Data Science.
  • Conducts projects as a recognized analytical expert and technical advisor to agency management and customers.
  • Manages data and risk initiatives to include the preparation and use of unusually complex datasets and the design and development of state-of-the-art technical applications in support of Commission initiatives.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT:

  • Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics or
  • Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level. Specialized experience includes all of the following:
  1. Implementing advanced machine learning, artificial intelligence, natural language processing, text analytics, network analysis, and/or simulation techniques on datasets using the Python (or comparable) programming language;
  2. Overseeing the implementation of projects using advanced analytic techniques.
